일본의 세계유산 등재 정책의 문제점: 일제 강제동원 관련 세계유산 등재 사례 (A Study on the Problems with Japan’s Policy on the UNESCO World Heritage List : The Cases of World Heritage Listings Related to Forced Mobilization by the Japanese Imperialism)

초록

본고에서 일본 세계유산 등재의 문제점에 대해 분석하면서 아시오동산, 구로베댐에서의 조선인 강제동원 실태에 대해 분석하였다. 일본은 메이지산업혁명유산에 대해 한국이 요청했던 한국인 강제노역을 포함한 전체 역사 설명 등의 요구 사항을 하나도 받아들이지 않았고 세계유산위원회의 거듭된 결정과 후속 조치들이 무시하고 있다.
일본 정부의 약속 불이행으로 향후 일본의 세계유산 등재 작업에 제동이 걸릴 것이고 지속적으로 한국정부가 기존 세계유산에 대한 약속이행 요구가 있어 한일관계가 경색될 우려가 있다. 이것은 세계유산 이념을 무시하는 행위라 할 수 있다. 또한 사도광산 등재 관련해서 강제 동원을 포함한 ‘전체 역사’에 대한 언급 없이 등재한 것은 ‘보편적 가치와 완전성, 진정성’에 어긋나는 행위로, 일본 정부에 즉각적인 시정조치가 필요하다.
최근 일본은 사도광산에 이어 도치기현 아시오동산을 세계유산으로 등재하려고 노력하고 있다. 그러나 일본정부는 아시오동산에서의 조선인 노무자 강제 연행과 민족 차별에 대한 구체적인 내용이 없다. 아시아태평양전쟁 확대로 구리 생산 태세가 강화되어 조선인 노동자가 강제동원되어 특별 증산을 위해 회사 노무계는 조선인에 대한 린치, 폭행, 폭언, 힘든 작업 지시 등이 자행되었고 조선인에 대한 노무관리, 노무 환경이 아주 열약했다. 또한 식사와 임금 대우는 일본인에 비해 격차가 컸고 민족차별을 받기도 했고, 어떤 보상도 받지 못했고 미불금 반환을 받지 못했다.
도야마현에서는 방재 유산으로 세계유산 등록을 목표로 여러 가지 활동을 전개하고 있다. 여기에는 구로베 제3발전소가 포함되어 있는데 ‘고열지대와 눈사태를 극복해서 건설된 역사적인 건물로서 가치가 있다’고 홍보하고 있지만 조선인 강제동원 역사에 대한 설명이 없다. 구로베 제3발전소 건설은 어려운 공사여서 300명이상 사망했고 그 중 눈사태와 고열수도로 난항을 겪은 제1공구와 제2공구에서 165명이 희생되었다. 전시체제에 전력을 공급하기 위해 고열지대, 산사태, 폭발 작업 등의 위험에 대한 안전조치가 제대로 이루어지지 않은 채 국책 사업을 완수하기 위해 추진되었다. 이런 강제 노역과 조선인 민족 차별 사례는 일본정부가 ILO 제29호 협약―C029 강제노동에 관한 협약(1930)을 위반한 것이고 세계유산 이념인 평화와 인권 존중에 맞지 않는다.
세계유산의 보존과 활용은 국가주의적인 역사관의 선전이나 관광 이익의 목적을 가지고 실시해서는 안 되고, 특히 평화나 인권 존중을 이념으로 중요시하는 유네스코가 관할하고, 인류의 보편적 가치에 대한 평가에 기반하는 세계유산 등재에 있어서는 평화나 인권을 유린해 온 사상이나 역사와의 관계를 고려한다면, 일본정부는 평화와 인권을 위해 조선인 강제동원 전체 역사를 설명해야 세계유산으로서 가치가 클 것이다.

영어초록

In this paper, we analyze the problems of Japan’s World Heritage listing and the reality of forced mobilization of Koreans at Ashio Copper Mine and Kurobe Dam. Japan has not accepted any of Korea’s demands for a full historical explanation, including forced labor of Koreans, regarding the Sites of Meiji Industrial Revolution Heritage, and the World Heritage Committee’s repeated decisions and follow-up measures are ignoring them.
The Japanese government’s failure to keep its promise will put the brakes on Japan’s future work on registering World Heritage sites, and there is concern that Korea-Japan relations will become strained as the Korean government continues to demand that it keep its promises on existing World Heritage sites. This can be considered an act that ignores the World Heritage concept. In addition, the fact that the Sado mine was registered without mentioning the Full history, including the forced mobilization, is an act that goes against “OUV(Outstanding Universal Value), Integrity, and Authenticity,” and the Japanese government must take immediate corrective action.
Recently, Japan has been trying to register Ashio Copper Mine in Tochigi Prefecture as a World Heritage Site, following Sado Mine. However, the Japanese government has no specific information on the forced mobilization of Korean laborers and ethnic discrimination at Ashio Dongzan. As the Asia-Pacific War expanded, the copper production system was strengthened, and Korean laborers were forcibly mobilized. The company’s labor department carried out lynching, assault, verbal abuse, and difficult work orders against Koreans, and the labor management and labor environment for Koreans were very poor in order to increase special production, Toyama Prefecture is carrying out various activities with the goal of registering it as a World Heritage Site as a disaster prevention heritage. This includes the Kurobe No. 3 Power Plant, which is being promoted as “a historical building that was built overcoming high-temperature areas and avalanches,” but there is no explanation of the history of forced mobilization of Koreans.
The construction of the Kurobe Dam was a difficult project, and more than 300 people died, including 165 people who died in the first and second sections, which suffered from avalanches and high-temperature water. The national project was pushed forward without proper safety measures for high-temperature areas, landslides, and explosive work in order to supply electricity in wartime.
These cases of forced labor and discrimination against Koreans are a violation of ILO Convention No. 29 - C029 on Forced Labor (1930) by the Japanese government, and are against the World Heritage ideals of peace and respect for human rights.
The preservation and utilization of world heritage sites should not be carried out for the purpose of propagating nationalistic views of history or for tourism interests, and should be under the jurisdiction of UNESCO, which particularly values ​​peace and respect for human rights as its ideology. Also, In the case of World Heritage listing based on an evaluation of universal human values, considering the relationship with ideologies and histories that have trampled on peace and human rights, the Japanese government should explain the full history of forced mobilization of Koreans for the sake of peace and human rights in order to increase its value as a World Heritage site.
