문화재 특수성 측면에서 바라본 문화재보수정비 국고보조사업 실태와 개선방안 (Restoring Traditional Cultural Assets from Peculiar Characteristics of Cultural Assets: Will It Bring More Effectiveness?)

이 글은 문화재보수정비 국고보조사업의 실태와 개선방안을 논하는 탐색적 연구로서 기존에 일반국고보조사업의 집행부진 원인을 분석한 윤기웅･공동성(2012) 연구의 분석틀을 바탕으로 문화재보수관리사업이 지니는 특수성이 집행과정에 어떻게 영향을 주는지 비교분석함으로써 일반국고보조사업과의 차별성을 논하였다. 문화재보수정비의 집행부진 원인은 문화재 자체가 지니는 정책목표인 ‘원형보존’을 달성하기 위해 요구되는 집행과정에서의 특수성으로부터 도출되었다. 여기에는 비용산정 부정확성, 문화재청의 계획변경, 지자체의 설계변경, 이해당사자간 협의지연, 계절적 요인에 의한 공사중지, 기타 돌발상황 등이 일반국고보조사업과 다른 것으로 나타났다. 또한 주요 집행률 부진요인 분석결과 문화재특성에 따른 설계변경이 가장 큰 장애요인인 것으로 나타났으며, 문화재 유형에 따른 특수한 집행부진원인 양상도 파악되었다.

영어초록

The aim of this paper is to investigate why implementation rates has been persistently lower in preservation and administration of traditional cultural assets. To explore it, this study first discussed the peculiar characteristics of cultural properties, among which the most important principle in cultural assets policy is to keep its original form. Since the traditional cultural assets are inherently different from other public goods, these specific features should be observed for maintaining proper management of cultural assets. Second, based on analysis of data (465 executive reports submitted by local governments), this study found that the main causes of low implementation rates come from the peculiar characteristics of traditional cultural assets, which are different from those of general state-subsidized affairs. In detail, this study discovered various peculiar causes for low implementation rates such as 1) inaccuracy of cost calculation, 2) frequent changing plan both of Cultural Heritage Administration (CHA) and local governments, 3) delay deliberation between CHA and local governments, 4) seasonal variations, 5) prolonged inquiry into historical evidence, 6) delay other cultural characteristics affect implementation in preservation and administration of traditional cultural assets. Among others, frequent changes from an original plan by Cultural Heritage Administration (CHA) and local governments as well heavily influenced low implementation rate of state-subsidized affairs. In addition, according to types of heritages such as National treasure, treasure, historic site, ancient cities, and scenic site, different patterns of poor implementation were perceived. To improve the cultural assets management system, this study suggests that policy design need to reflect diverse characteristics of cultural assets.
