경력단절여성의 재취업과 재취업 이후 고용유지 분석 (Analysis on Career-interrupted Women’s Reentry to Labor Market and Maintaining the Reemployment)

초록

본 연구는 여성가족부가 2013년에 실시한 「경력단절여성 등의 경제활동실태조사」 원자료를 이용하여 경력단절여성의 재취업 결정요인과 재취업 이후 고용유지 요인에 대해 각각 콕스비례위험모형과 이항로짓모형으로 분석하였다. 경력단절여성의 재취업은 대졸 이상과 경력단절 당시 일자리 임금수준이 높을수록, 단순직보다는 나머지 직종, 제조업에서 일한 경우, 비임금근로자 보다는 임금근로자들의 재취업이 빨랐다. 경력단절 경험 후 재취업한 경력단절여성들의 고용유지는 무배우자인 경우, 재취업 목적이 생계책임인 경우, 경력단절 이후 직업훈련을 받은 경우 고용유지 확률이 높았다. 또한, 재취업한 일자리가 임금(소득)이 낮을수록, 근로시간이 짧을수록, 100인 이상보다는 30인 미만에서 일한 경우 고용을 유지할 확률이 높았다. 경력단절여성의 재취업과 재취업 경력단절여성의 고용유지 분석 결과를 통하여 재취업은 고학력자들이 빨랐지만 그러한 여성들이 고용을 유지하는 데는 학력효과는 없다는 것으로 분석되었다. 무배우자로서 생계책임의 경력단절여성들이 고용을 유지할 확률이 높아 경력단절을 경험한 여성들이 경력단절 이전 일자리로의 복귀가 어려운 가운데 일을 통한 자기계발보다는 부양자일 때 낮은 임금을 감수하고 일자리를 유지하는 것을 확인하였다. 8세 이하 자녀가 없는 경우 재취업 이후 고용을 유지할 확률이 높은 것에서 경력단절여성의 재취업 유지를 8세 이하 자녀를 믿고 맡길 수 있는 공보육서비스 확충이 필요함을 재확인하였다. 재취업 경력단절여성의 고용유지를 위해서는 경력단절여성의 경력 감소 상쇄를 위해 경력단절여성 대상 직업교육훈련 확대와 양질의 시간선택제 일자리에 대한 정부 지원의 필요성을 시사점으로 도출하였다.

영어초록

This research analyzed the factors of deciding the reemployment of the career-interrupted women and of maintaining the employment after reentry to the labor market with Cox Proportional Hazard Regression model and Binary Logit Model respectively based on the source material, ‘Survey on the economic activity status of the career-interrupted women’ conducted in 2013 by Ministry of Gender Equality & Family. In case of career-break women’s reentry to labor market, as women have higher educational background(University graduate or above), had higher income level at a time when breaking the career, worked at the manufacturing industry or other working field rather than menial jobs and were a paid worker, not an unpaid worker, they could be employed again faster than others. In case of maintaining the reemployment of the career-interrupted women after experiencing the career-break, the probability of maintaining the career is higher when the women are spouse-less, have to earn a living or got a vocational training after the career-interrupted periods. Also, as the reemployed job has a lower income level, shorter working hours and less than 30 personnel rather than more than 100 personnel, the probability of maintaining the reemployed job is getting higher. The result of analyzing career-interrupted women’s reentry to labor market and maintaining the reemployment shows that women with higher education are reemployed faster than others but there is no academic effect in maintaining the employment. The career-break women who are a spouse-less and a breadwinner show higher probability in keeping the employment. While career-interrupted women face hard conditions of returning to the job before interrupting the career, it was figured out that women accept low wage and maintain the job when she works to earn a living not to improve herself. To maintain the employment after the career-interrupted women reenter the labor market, it is needed to offset the career plateau of the career-interrupted women: this research draws an implication that there is a necessity of extending Technical Vocational Education and Training(TVET) and governmental support on qualified flexible part-time job.
