초록

지난 문재인 정부와 현재 윤석열 정부의 재건축·재개발 등 정비사업 정책의 특징을 종합적으로 고려하여, 향후 현정부가 추진해야 할 정책 방향을 다음과 같이 제안하고자 한다.
첫째, 시장 안정화와 규제 완화의 균형 유지다. 시장 안정화를 위해 투기과열지구 내 부동산 거래 모니터링 강화가 필요하다. 규제 완화 측면에서는 신속한 인허가 절차 도입을 통해 사업추진 속도를 제고하는 것이 필요하다. 둘째, 공공성과 민간 참여의 조화다. 공공성 강화를 위해서는 공공임대주택 비율을 유지 또는 확대하여 주거 약자를 위한 주택공급을 보장해야 한다. 공공은 정비사업 사각지대의 주거환경을 개선하며, 민간 참여 확대를 위해 민간 주도의 재건축 지원과 공공과 민간 협력 모델 등이 도입되어야 한다. 셋째, 투자유인과 공공성 확보다. 재건축·재개발 등 정비사업에 대한 투자유인을 높이기 위해서는 세제 혜택과 금융 지원이 필요하다. 특히, 민간 투자자의 부담을 줄이기 위해 새로운 공공기여 방안 도입 허용 등이 필요하다. 또한, 공공성을 확보하기 위해 공공시설과 녹지 공간을 충분히 확보 및 저소득층을 위한 주택공급 등이 지속해서 확대되어야 할 것이다.

영어초록

Real estate policy plays a role in the stability of the real estate market and promoting its sound development. From the government's point of view, it is a problem if real estate prices rise, and it is also a problem if they fall. A downturn in the real estate market could lead to a crisis for the entire economy, including a recession in the real economy. In this way, the real estate market has moved under the sensitive policy attention of successive governments.
Among these, by comprehensively considering the characteristics of the Moon Jae-in administration and Yoon Seok-yeol administration's urban redevelopment project policies such as reconstruction and redevelopment, this paper proposes the policy directions that the government should pursue as follows.
The first suggestion is maintaining a balance between market stabilization and deregulation. In order to stabilize the market, it is necessary to strengthen the monitoring of real estate transactions in overheated speculative districts. In terms of deregulation, it is necessary to increase the speed of project promotion through the introduction of rapid permit procedures. Second, it is a harmony between publicness and private participation. To strengthen publicness, the proportion of public rental housing must be maintained or expanded to ensure housing supply for the housing disadvantaged. The public sector should improve the residential environment in blind spots of urban redevelopment projects, and private-led reconstruction support and public-private cooperation models should be introduced to expand private participation. Third, attracting investment and secureing publicness. Tax benefits and financial support are needed to increase investment incentives for urban redevelopment projects such as reconstruction and redevelopment. In particular, it is necessary to allow the introduction of new public contribution measures to reduce the burden on investors. To ensure publicness, sufficient public facilities and green space must be secured, and the housing supply for low-income people must be continuously expanded.
