범죄자의 직업능력 향상을 위한 기술교육원 운영 실태와 학습자의 만족도 연구 (A Study on Actual Status of Operation of Technical Education Center to Improve Offender's Vocational Competence)

초록

일반인들에게도 마찬가지이지만 특히 범죄전력자의 직업훈련을 통한 취업능력 향상은 향후 구직시장에서 경쟁력을 높이고 본인이 희망하는 양질의 일자리에 취업 할수 있는 지름길이 될 것이다. 이에 본 연구는 한국법무보호복지공단에서 운영하고있는 기술교육원 교육생들을 대상으로 만족도를 분석하여 향후 기술교육원의 내실있는 운영을 위한 실천적 제언을 하고자 한다. 범죄전력자들을 위한 직업훈련은 취업과 안정적인 사회참여의 기회를 제공하는 중요한 서비스이다. 직업훈련의 이러한 역할을 적절히 수행하기 위해서는 양질의 직업훈련의 환경이 구성되어야 하며 체계적인 관리가 수반되어야 할 것이다. 지금까지한국법무보호복지공단에서 운영한 기술교육원의 교육생들이 어떠한 도움을 받았으며, 그들이 어떠한 마음으로 교육에 참여하였으며 기술교육원 운영 실태와 학습자의만족도를 분석할 필요가 있다. 본 연구에서는 법무보호대상자 기술교육서비스의 수요자 만족도에 대한 평가를 통해 수요자가 요구하는 서비스를 파악하고 이를 토대로 향후 적극적인 직업훈련서비스 개선 방안을 찾는데 목적이 있다. 이를 위해 한국법무보호복지공단 산하 기술교육원에서 교육 중에 있는 법무보호대상자를 대상으로 설문조사를 하여 그 결과를 분석하였다. 연구결과 한국법무보호복지공단 기술교육원을 선택하는 요인 중에서 가장 중요한것은 교육 참여자의 자발적 의지와 동기는 물론 교육과정 특성, 학습역량, 강사의 수업방식이 영향을 미치는 것을 알 수 있다. 따라서 프로그램에 참가하려는 의지와 동기는 물론 교육과정과 강사의 수업방식도 고려할 때 만족을 하게 되고 교육기간 만족도가 높을수록 타인에게도 추천한다는 의미이다. 결과적으로 기술교육원 운영을 하는 과정에서 교육생들의 동기를 부여하고, 학습역량을 고려한 다양한 교육과정을 편성하는 것이 중요하다. 그리고 강사들은 교육생들에게 적합한 수업방식을 바탕으로 양질의 수업서비스를 제공해야 한다. 이러한 노력이 바탕이 되었을 때 교육생들의 만족도를 높일 수 있을 것이다. 만족스러운 기술교육을 받은 범죄전력자들은 양질의 일자리를 찾고 다시 범죄에 빠지지 않고 사회에정착 할 수 있을 것이다. 이것이 바로 한국법무보호복지공단 기술교육원 운영의 진정한 목적일 것이다.

It's all the same for the public, but especially, improvement of job ability through vocational training of crime offenders will increase the competitiveness in the job market in the future and it will be a shortcut to get a job in good quality job that they want. Thus, this study attempts to analyze the satisfaction of the participants of the Technical Education Center operated by the Korea Rehabilitation Agency and to make a practical suggestion for the effective operation of the Technical Education Center in the future.
Vocational training for crime offenders is an important service that provides opportunities for employment and stable social participation. To properly carry out this role of vocational training, a quality vocational training environment should be constructed and systematic management should be accompanied. It is necessary to analyze what helped the students of the Technical Education Center operated by the Korea Rehabilitation Agency, how they participated in the education and how the operation of the Technical Education Center and learner's satisfaction were achieved.
The purpose of this study is to identify the service demanded by the consumer through the evaluation of the consumer satisfaction of the technical education service for those subject to legal protection, and based on that, to find ways to improve vocational training services in the future.
For this purpose, this study conducted questionnaires and analyzed the results of the questionnaires of legal protection subjects who are in training at the Technical Education Center under the Korea Rehabilitation Agency.
As a research result, the most important factor in choosing the Technical Education Center of Korea Rehabilitation Agency is that the characteristics of curriculum, learning ability, and instructor's teaching style affect not only voluntary will and motivation of the participants. Therefore, it is satisfied when considering the will and motivation to participate in the program as well as the curriculum and instructor's teaching method, which means that the higher the overall satisfaction, the more recommendable to others.
As a result, in the process of operating the Technical Education Center, it is important to motivate the participants and to organize a variety of curriculums that take into account learning capabilities. And the instructors should provide quality teaching services based on suitable teaching methods for the participants. When these efforts are based, it will increase the satisfaction of the participants. Crime offenders who have received satisfactory technical training will be able to find good jobs and settled in society without falling into crime again. This will be the true purpose of operating the Technical Education Center of Korea Rehabilitation Agency.
