초록

최근 한국의 주택임대시장은 전세 중심에서 월세로 변화되고 있다. 전통적인 주택임대계약 형태인 전세가 약화되고 월세와 전세가 결합된 보증부 월세 또는 월세계약이 늘고 있다. 이러한 월세화의 진행은 단순한 주택시장 사이클의 변화가 아닌 주택임대시장의 구조적인 변화이다. 소비자 맞춤형 주택정책측면에서 수요에 맞는 주택을 공급하고, 주거환경을 정비하여 주택시장 대한 안정성을 보장하는 것이 무엇보다 중요하다. 따라서 본 연구는 임대시장의 구조변화 과정에서 발생하는 주택점유의 변화 과정과 영향요인을 다항로짓모형을 통해 살펴보았다.
본 연구를 통한 시사점은 다음과 같다. 첫째, 소득계층별 주택점유 유형이 양극화 되고 있다는 것이다. 따라서 저소득계층의 주거선택권을 확대할 수 있는 저렴주택의 공급확대와 금융지원 프로그램의 개발이 요구된다. 둘째, 과거와 비교해 월세가구의 주택점유 형태의 상향이동 가능성이 줄어들고 있다. 한편, 상대적으로 주거불안이 큰 월세 가구의 월세 고착화 현상을 보이고 있는 것으로 분석되었다. 따라서 월세가구가 자가로 점유형태의 안정성을 확대하기 위하여 주거사다리 정책개발이 필요하다. 마지막으로 연령대별 소득별로 주택임대시장의 변화과정에 주택점유형태의 차이를 보여 연령대별 계층별 맞춤형 주거복지의 필요성이 확인되었다.

영어초록

Recently, there is a tendency that it has been changed from the Jeonse to the monthly payment housing in Korean rental housing market. The Jeonse, which is the traditional form of housing lease contract, has been decreased in terms of the volume of sales transaction. On the other hand, so-called, the guarantee monthly payment housing, which is combined the Jeonse with the monthly payment housing, is increased rapidly. This kind of process or movement is not the merely cycle change of housing market but structural change or shift in the rental housing market. It is very important to have a secure stability of housing market; accordingly, it should prepare the maintenance of housing environment in order to supply of desirable demanding housing with a view of consumer satisfaction housing policy. Therefore, this study investigates the changing process of the housing tenure and influencing factors in rental housing market by way of multinominal logistic regression model.
The basic findings or implication are as follows. First, it has a deep polarization of the housing tenure by the income level. Accordingly, it is required that the consumer housing option from low-income households should increase by the expansion of supply of low-price housing and the development of financing program. Second, there is a tendency to decrease the chance of filtering up in the tenure choice, comparing the past. Meanwhile, it is analyzed that the fixation of the monthly payment housing is revealed to the low-income monthly payment households with relatively deep housing insecurity. In order to deal with this situation and to secure of stabilization of the housing tenure, it is also required to develop the spacial housing policy, so-called, housing ladder or filtering up policy. Finally, the housing tenure is revealed differently by the income level and by age in the changing process of rental housing market; therefore, this study confirms the need of customized housing welfare according to the income level and by age.
