주5일수업제 적용 실태 및 인식 조사에 기초한 발전 방향 탐색 (A study of the direction for the improvement of 5-day school week system on the basis of the realities and perceptions of educators and local community members)

초록

본 연구에서는 2012년부터 전면 자율 도입되기 시작한 주5일 수업제가 현재 적용되고 있는 실태 및 교육 관계자 인식 조사에 기초하여 앞으로 주5일 수업제가 보다 바람직한 방향으로 정착되기 위해 중시되어야 할 점은 무엇인가를 논의하고자 하였다. 이를 위해 초·중등학교 교원과 학생, 시·도교육청 및 교육지원청 관계자, 지역자치단체 인사, 청소년기관 관계자, 학부모를 포함한 총 5,634명을 대상으로 한 설문 조사를 실시하였고, 시·도교육청에서 주5일 수업제 업무를 담당하고 있는 장학사와 교원, 학생 대상 심층면담을 실시하였다. 조사 연구 결과 우리나라 초‧중등학교 및 교육청 등에서 운영하고 있는 토요 프로그램 유형 중 가장 높은 비율을 나타낸 것은 체육 활동 프로그램으로 전체의 약31%가 이에 해당되는 것으로 나타났고, 정부에서 주5일 수업제 정착을 위해 지원하고 있는 사업에 대한 중요도 인식 조사 결과에서도 토요 스포츠 데이 활성화 및 학교 스포츠 클럽 운영을 위한 강사 지원의 중요성을 주목한 경우가 가장 높은 비율을 나타냈다.
또한 주5일 수업제 정착을 위해 학교에서 담당해야 할 역할로 가장 중요한 것은 주중의 학습 지도에 있어서 자기주도적 학습력 증진을 위한 교육 프로그램을 운영하는 것이라는 견해가 가장 높은 비율을 나타냈다. 이러한 연구 결과에 기초하여 본 연구에서는 정규 교육과정 안과 밖에서의 학습에서 학생의 자기주도적 학습력 증진이 보다 중시되어야 한다는 점, 저소득층을 포함한 교육 취약 계층 학생을 위한 지원이 강화되어야 한다는 점, 주5일 수업제가 학생들의 스포츠 활동 증대와 연관되면서 정착되어야 한다는 점, 학습의 의미가 무엇인가를 새로운 관점에서 숙고하고 주5일 수업제가 학생을 비롯한 가족 구성원의 삶의 질 제고로 이어질 수 있도록 하는 사회적 분위기 조성 및 부모 교육이 요청됨을 논의하였다.

영어초록

The purpose of this study is to investigate the realities of the application of 5-day school week system and the perceptions of educators and local community members. One of the most important aspects of successive practice of 5-day school week system is whether students plan and utilize their weekends self-initiatively or not. A large-scale survey was conducted to 5,634persons including school teachers from elementary schools to high schools, principals and vice principals, supervisors at local offices of education, public officials working for local governments, students, parents, etc. Also, an in-depth interview was performed to 11 supervisors and 12 high-school students to identify the actual realities of the application of 5-day school week system and the perceptions of them.
According to the results of survey, the respondents think the most important support is to activate the sports day and school sports club activities. Educators think that the role of school teachers for 5-day school week system is to implement educational programs related to self-initiated learning at the time of regular school curriculum. Also supervisors think after-school activities and classes for caring at elementary schools are the role of local governments. According to the results of in-depth interview, the perceptions of supervisors at the offices of education is deeply related to the notion of problem what is the genuine intention of 5-day school week system in this society. Also it was found that the support related to buses are very crucial factor especially to the low class students The following aspects should be regarded importantly to activate 5-day school week system more meaningfully. First, concerns about strengthening self-initiative learning capacities are required and concrete plan for teaching such capacities should be devised. Second, supports for socially disadvantaged class should be strengthened. Third, 5-day school week system should be closely related to the implementation of sports activities of students. Forth, social atmosphere cherishing the quality of students' lives should be formed and the meaning of learning should be thought in the new perspective.
