‘사회와 유기체’에 대한 일고찰(一考察) (A Consideration on ‘Society and Organism’)

초록

필자는 이 논문에서 우선 유기체와 사회를 비교해 보고, 사회의 유기적 연대가 사실적으로 가능한지를 살펴보았다. 대상으로 삼은 이론은 뒤르켐(Emile Durkheim)의 이론이다. 뒤르켐은 그의 책 ‘사회분업론’에서 ‘분업을 통한 사회의 유기적 연대’를 통해 사회가 이질적 기능으로 분화됨에도 건강함을 유지할 수 있다고 주장하였다. 필자는 유기체에 적용되는 ‘이질성-기능적 분화-협력’ 관계가 과연 사회에도 적용될까 의문을 제기하였다. 필자가 보기에, 동질성을 기초한 분절적 분화의 사회는 협력이 가능해도, 이질적인 기능적 분화가 지배하는 현대 사회에서 연대는 사실상 불가능하기 때문이다. 간단하게 말하면 현대 사회는 유기체가 아니기 때문에 ‘유기적 연대’가 일어나지 않는다.
유기체에서 일어나는 기능적 분화를 사회에 그대로 적용하는 것은 무리가 있다. 유기체는 ‘한 몸’이어서 기능적으로 분화된 것 사이에 ‘유기적 연대’가 일어나지만, 사회는 그렇지 않다. 뒤르켐이 분업을 통해 야기되는 ‘유기적 연대’를 주장하지만, 이는 ‘한 몸인 유기체’에서나 가능하지 사회에서 자동적으로 이루어지지 않는다. 분업이나 기능적 분화를 강조하면 할수록 더 분열되고 더 단절될지 모른다.
뒤르켐 이론에 대한 비판적 고찰에도 불구하고, 필자는 유기체가 제대로 작동하는 것을 참조해 현대 사회를 조정할 수 있는 가능성을 살폈다. 건강한 사회를 가능하게 하는 매카니즘을 유기체에 빗대어 찾자는 것이다. 유기체의 매카니즘을 참조해, 현대 사회의 문제점을 개선할 방안을 찾는데 주안점을 둔다. 유기체는 그 자체에 ‘연대 매카니즘’이 장착되어 있지만, 사회는 유기체가 아니기에 그렇지 않다. 유기체가 아닌 사회는 연대 매카니즘을 직접 만들어야 한다. 사회를 연대시키는 실효성있는 제도적 장치와 시스템을 마련하는 것이다.
경제체계의 제기능 확립(시장과 非시장의 분리), 복지체계의 수립과 작동, 상호 신뢰의 확립 등의 방안이 구체적인 방법이 된다. 우리는 스웨덴의 ‘국민의 집’ 모델이나 독일의 ‘사회적 시장경제’ 모델 등에서 현실화된 모습을 발견할 수 있다.
스웨덴 ‘국민의 집’ 모델이나 독일의 ‘사회적 시장경제’ 모델에서 확인할 수 있는 것은 ‘정치의 힘’이다. 물론 오늘날처럼 기능적으로 분화된 사회에서 정치의 역량은 한계가 있는 것이 사실이다. 하지만 그렇다고 ‘정치의 힘’을 무시해서는 안 된다. 한 국가의 정치가 제대로 굴러갈 때, 그 나라의 제도가 바로 잡히기 때문이다. 탄탄한 공적 영역이 갖추어져 있고 이에 대한 국민의 신뢰가 강한 국가를 살펴보면, 그 국가의 정치가 바른 길을 제시했다.
사회가 기능적으로 분화되었다고 하더라도, 사회의 두 주축은 ‘경제’와 ‘정치’다. 경제와 정치가 바로 서면 나라가 바로 선다. 생물체의 각 장기와 조직이 기능적으로 분화되어 있더라도, 우리는 중요한 기관으로 뇌와 심장 등을 꼽을 수 있다. 경제와 정치라는 기능체계가 제대로 작동하고 제 역할을 다한다면, 이로 인해 복지체계 등을 생성되고 성장하게 된다.

영어초록

In this paper, I first compare organisms and societies and examine whether organic solidarity in society is realistically possible. The theory of the object is the theory of Emile Durkheim. Durkeim claimed in his book ‘Social division of labor’ that society can maintain its health through ‘organic solidarity of society through division of labor’ even if it is differentiated into heterogeneous functions. I have wondered whether the ‘heterogeneity - functional differentiation – cooperation’ relationship that applies to organisms really applies to society. In my view, the society of segmental differentiation based on homogeneity can cooperate, but it is virtually impossible to regain solidarity in modern society dominated by heterogeneous functional differentiation. In short, ‘organic solidarity’ does not occur because modern society is not an organism.
It is unreasonable to apply the functional differentiation occurring in an organism to society as it is. An organism is a ‘body’, and there is an ‘organic solidarity’ between functional differentiation, but society is not. Durkheim argues for ‘organic solidarity’ caused by division of labor, but this is not done automatically in ‘one organ of organism’ and possible in society. The more we emphasize division of labor or functional differentiation, the more we may be divided and disconnected.
Despite the critical review of Durkheim’s theories, I have looked at the possibility of coordinating modern society with reference to the proper functioning of organisms. The mechanism that enables healthy societies is to look for organisms. We refer to the mechanism of organisms and focus on finding ways to improve the problems of modern society. An organism is equipped with a ‘solidarity mechanism’ in itself, but it is not because society is not an organism. Societies that are not organisms must create a ‘solidarity mechanism’. It is to establish effective institutional devices and systems that make society as an organism.
Establishment of functions of the economic system(separation of markets and non-markets), establishment and operation of welfare systems, and establishment of mutual trust are concrete methods. We can see the realization of the ‘House of the People’ model in Sweden and the ‘Social Market Economy’ model in Germany.
It is the ‘power of politics’ that can be identified in the Swedish House of People model or the German social market economy model. Of course, it is true that the capacity of politics is limited in today's functionally differentiated society. But it should not ignore the power of politics. When the politics of a nation rolls properly, the system of the country is corrected. If we look at a country with a solid public domain and a strong public confidence in the country, the politics of that country offered the right path.
Even if society is functionally differentiated, the two pillars of society are ‘economy’ and ‘politics’. Economy and politics are the right thing to do. Although each organ and organism in the organism is functionally differentiated, we can identify the brain and heart as important institutions. If the functioning system of economy and politics works properly and fulfills its role, it will create a welfare system and grow.
