초·중등학교 교육정보부장의 직무와 역할기대 :어떤 일을 하고 있고, 어떤 일을 해야 하는가 (Job and Role Expectation of the Heads of Educational Information at Primary and Secondary Schools: What are They Doing and What should They Do)

초록

이 연구는 교육정보부장이 하고 있는 일과 해야 할 일을 구명하여, 교육정보화의 성공적 수행을 위한 교육정보부장의 역할을 제안하기 위해 수행되었다. 연구의 목적을 달성하기 위해서 직무 분석(job analysis)과 역할 기대(role expectation) 조사를 수행하였다.
직무 분석을 통해 교육정보부장의 직무를 정의하고 12개의 책무(duty)와 72개의 작업(task)으로 구성된 직무 모형을 제시하고 직무 명세서를 작성하였다. 역할 기대 조사를 통해 초·중등학교 교육정보부장의 역할 정립 방안을 다음과 같이 제안한다.
1) ‘부서 운영 기획’, ‘교사 정보화 연수’, ‘정보통신보안 관리 및 교육’, ‘학교 홈페이지 관리’와 같은 역할은 지속적으로 강조해야 한다.
2) ‘e-러닝 운영’, ‘교육정보 수집, 가공 및 공유’, ‘교육정보화관련 최신 동향 파악 및 보급’, ‘교육정보 관련 연구회 및 커뮤니티 운영’과 같은 역할은 향후 집중적으로 강조해야 한다.
3) ‘정보화 관련 대회 운영’, ‘저소득층 자녀 정보화 지원’, ‘행정업무’, ‘평가 관리 업무 지원’과 같은 역할은 중요하지 않다고 볼 수 있다.
4) ‘교단 선진화 기기 관리’, ‘컴퓨터실 관리’, ‘소프트웨어 관리’, ‘전산실 관리’, ‘교무업무지원/교육행정정보시스템 업무 지원’과 같은 역할은 향후 조정이 필요하다고 여겨진다.
교육정보부장의 역할 중에서 지속적으로 강조하고 향후 집중적으로 강조해야 할 역할에 대한 역량 강화 프로그램을 개발하여 적용하는 연구가 필요하며, 초·중등학교 교육정보부장의 역할로서 중요하지 않은 역할, 조정이 필요한 역할에 대한 정책적 검토가 요구된다.

영어초록

This study was aim to define the job and obligations of the heads of educational information and suggest their roles for successful implementation of educational informatization.
In order to achieve the purpose of this study, job analysis and role expectation survey were performed. Through the job analysis, the job of the head of educational information was defined, and a job model consisting of 12 duties and 72 tasks were suggested, and a description of tasks was drawn up.
The study concluded as follows with regard to the suggestion of the roles of the heads of educational information at primary and secondary schools generated through the role expectation.
1) Roles related to ‘department operation planning’, ‘teacher informatizaton training’, ‘IT security management and education’ and ‘management of school home page’ need to continue to be emphasized.
2) Roles related to ‘e-learning operation’, ‘collection, processing and sharing of educational information’, ‘understanding and distribution of the latest trend on educational informatization’ and ‘operation of society and community related to educational information’ need to be strongly stressed.
3) Roles related to ‘operation of informatization-related competition’, ‘support of informatization of poor youths’, ‘administrative job,’ and ‘evaluation and management’ are not important.
4) Roles related to ‘management of devices to advance the educational circles,’ ‘management of computer rooms’, ‘ management of software’, ‘management of IT facility’ and ‘support of educational affairs/educational administrative information’ need to be adjusted in the future.
Competence-enhancing programs with regard to the roles of the heads of educational information that need to continue to be emphasized in the future should be developed, and further studies should be conducted, and the roles that are not important and those that need to be adjusted should be reviewed in terms of policy.
