고려인 국내 이주 문제에 대한 치안 및 국가전략 정책적 접근: 제천 고려인 마을 사례를 중심으로 (Policy Approaches to Security and National Strategy on Domestic Migration of Koryoin: Focusing on the Case of the Koryoin Village in Jecheon)

초록

이민이 만들어내는 거주 이동성(residential mobility)은 이민 수용국에이점(benefit)과 도전(challenges)을 동시에 안겨준다. 이 같은 이중적 성격때문에 이민 수용국에서는 무작정 이민을 받아들이기도 또 반대로 전적으로배척하기도 곤란한 딜레마에 직면하게 된다. 한국 역시 글로벌 선진국의 하나로주요한 이민 수용국에 포함될 수 있다. 한국의 높은 임금, 교육수준 그리고생활수준 등이 이들 경제적 사회적으로 낙후된 국가들의 사람들이 한국으로향하는 주요 유인 요인이 된다. 한편 한국의 인구감소와 고령화, 그리고 이로인한 노동력 부족 등은 이 같은 해외 이주자들의 유입을 한국 정부와 사회가적극적으로 고려하게 하는 주요한 내재적 요인이 된다. 하지만 다른 선진국들과마찬가지로 한국 역시도 해외로부터의 이주민의 유입에 따른 안보위협과 외국인 범죄의 증대, 정치사회적 갈등, 반외국인 정서의 확산, 외국인 취약계층의증대로 인한 사회적 비용의 증대, 이주자 공동체의 슬럼화로 인한 사회문제의심화 등과 같은 각종 부정적 문제로부터 자유로울 수 없다. 이 때문에 한국은해외 이주민들을 받아들이고 적극 활용해야하면서도 동시에 그로부터 파생되는여러 부정적 문제들에 대한 해법들을 찾아가야 하는 이중적 어려움에 직면한다.
따라서 이 같은 이주민의 국내 유입 문제가 갖는 복합적인 성격을 잘 반영하여한국의 국익과 미래 번영에 도움이 되면서도 이주민의 증대로 인한 여러 문제들을 최소화하는 가장 최적의 정책적 대안을 찾는 노력들을 지속적으로 모색해나가야 할 것이다. 이 글은 이 같은 문제인식에 따라 작성되었다. 따라서 이 글은 국내에 유입되는 해외로부터의 이주민의 한 사례로 고려인들을 식별하고이들이 특히 한국의 지방도시에 유입되고 정착되어지는 과정을 살펴봄으로서이들을 한국의 국익과 미래 번영에 활용하는 방향으로 유도하면서도 이에 파생되는 범죄나 치안의 불안, 국가안보적 위협 등의 부정적 문제들을 최소화하는가장 바람직한 정책 대안을 제안하기 위한 목적으로 작성되었다. 이 같은 목적을위해 한국의 지방 중소도시 가운데 하나인 “제천”시를 사례(case)로 특정하고해당 도시로 유입된 고려인들이 어떻게 이주 공동체를 만들고 발전해나가는지를 질적사례연구(qualitative case study)를 통해 살펴보았다. 또한 이들 고려인들의 이주 공동체 형성과 사회적 통합과정에서 제천시가 수행한 정책사례들을 살펴보고 그와 같은 내용들의 장, 단점을 살펴봄으로서 정책 대안을 제안하고자 시도하였다.

영어초록

Migration-induced residential mobility brings both benefits and challenges to host countries. Due to this dual nature, host countries face a dilemma: it is difficult to accept immigrants unconditionally, yet equally challenging to completely reject them. South Korea, as one of the world's advanced nations, can also be considered a major host country for immigrants. Factors such as Korea's high wages, education standards, and living conditions act as strong pull factors for people from economically and socially underdeveloped countries. Meanwhile, Korea's declining population, aging society, and subsequent labor shortages serve as internal drivers prompting the government and society to actively consider the influx of foreign migrants. However, like other advanced nations, Korea is not immune to various negative issues associated with the influx of immigrants. These include security threats, an increase in foreign-related crimes, socio-political conflicts, the spread of anti-foreigner sentiments, rising social costs from vulnerable foreigner populations, and the deepening of social issues due to slumification of migrant communities. As a result, Korea faces the dual challenge of embracing and utilizing overseas migrants while simultaneously addressing the negative issues that arise from this influx. It is therefore essential to seek the most optimal policy alternatives that reflect the complex nature of domestic migrant inflows. These policies should contribute to Korea's national interests and future prosperity while minimizing the problems associated with increasing migrant populations. This paper was written with this recognition of the problem in mind.
Specifically, it identifies ethnic Koreans from the former Soviet Union (Koryoin) as a case study of migrants entering Korea. By examining the process through which these migrants settle and integrate, particularly in smaller regional cities, the paper aims to propose desirable policy alternatives. These policies should encourage the utilization of migrants for Korea’s national interests and future prosperity while minimizing negative outcomes such as crime, security risks, and socio-political tensions. To achieve this purpose, the study focuses on the city of "Jecheon," a small regional city in Korea. Through a qualitative case study, the paper explores how Koryoin migrants have formed and developed their migrant community in Jecheon. Additionally, it examines the policy measures undertaken by Jecheon to support the integration of these migrants, analyzing their strengths and weaknesses to propose actionable policy recommendations.
