초록

A new paradigm of sustainable urban development, known as Smart City, has emerged through the utilization of Information and Communication Technology (ICT) to efficiently address urban issues. The ultimate goal of Smart City is enhancing the quality of life for citizens. This study aims to analyze advanced international Smart City cases focusing on citizen-centric approaches, specifically examining the cases of Copenhagen and Singapore, both among the top 20 cities in the IMD Smart City Index 2023, as well as the case of Barcelona, host city of the ‘Smart City Expo World Congress.’ Through the analysis of these cases, the study provides insights for the development of Smart Cities in South Korea. Firstly, the importance of direct citizen participation in Smart City construction is emphasized. The 'Living Lab' concept observed in Copenhagen allows citizens to play a crucial role in deciding the city's environment and future development direction. Secondly, the study emphasizes the priority of consideration for vulnerable populations in Smart City initiatives. An example from Singapore, “Child-friendly Bus Stop,” highlights the importance of considering physically vulnerable or socially disadvantaged groups. Lastly, the study underscores the need for citizens to perceive the benefits of Smart Cities in their daily lives. Barcelona's ‘Super Blocks’ project efficiently addresses urban issues while providing citizens with various tangible benefits. In summary, for South Korea's Smart Cities to progress towards a citizen-centric approach, efforts are needed in three key areas: direct citizen participation, consideration for vulnerable populations, and ensuring citizens feel the benefits of Smart City initiatives in their daily lives.
