As though the national pension’s problem is not only limited in the financial sustainability, policy reform to achieve financial stability is necessarily required. What has to be considered is that policy to solve the financial problem inevitably brings the transformation of the entire social security system. Today the government is making a trial to transform the single-pillar system into multi-pillar system. However, it seems to fail to clarity the role and function of the public pension as a first-pillar and occupational pension as a second-pillar. Current pension reform proposal, which plans to reduce the benefit level at the same rate to the entire participants, shows the critical defect which might cause the standard of living lower than the minimum subsistence level to the low and medium income workers. In addition, proposed old-age allowance system, containing the obvious political intention, raises the poor equity problem among the poor, arbitrarily dividing them by age and income level. In order to solve these problems, this study proposes the applied model of minimum pension and maximum pension system. At the same time, all the efforts to solve the complaints, mistrust, and instability have to be made continuously.
