Potential Urban Public Design for The Revitalized Idle Industrial Facilities - Focused on Incheon Art Platform, the Republic of Korea -

The purpose of this pilot study is to propose a competitive city development direction for the activation of the regional economy of Chon Buri Province in Thailand, through the comparative study based on the analysis on the urban cultural spaces of Art Platform in Incheon Metropolitan City. Based on the theoretical approach of urban revitalization, this study is conducted by researching the comparative cases including historical and industrially symbolic stories as follows: The Yokohama Red Brick Warehouse, in Yokohama Japan; Guggenheim Museum of Bilbao, the Kingdom of Spain; Tate Modern Museum, London, the United Kingdom; The Meatpacking District, New York, the United States of America; and, 798 Art Zone, Beijing, the People's Republic of China.
After the field survey on Incheon Art Platform, the following five factors were reviewed and analyzed: benefit comparison, space accessibility, planning situation, operating system, and development possibility. The findings of this study suggest that Art Platform, an idle industrial facility that includes the local cultural legacy of the downtown and historical characteristics, does well harmonize with neighboring old downtown environments to raise the competitiveness of local industry and to activate the related area through continuous participation of local citizen.
In this study, the cultural heritage environment, geographical location and artificial factors of Incheon Metropolitan City has been reviewed. In addition, an in-depth analysis regarding these factors has been made as well. The values of idle industrial facilities, the relationship of regional and social context and the necessity on whether or not the local and social contexts have prompted the need for their preservation has been checked. The results of this research suggest that urban regeneration for the space renewal of idle industrial facilities must be made in a way of a creative vision in order to avoid the random development and environmental destruction.
With this study, the researcher would like to propose that a sustainable and creative urban development and operation plan for space regeneration utilizing urban idle industrial facility like Art Platform of Incheon should be prepared in Chon Buri and other cities as well.
