서울시 심야버스 정책은 어떻게 성공적으로 도입되었는가?: 정치적 관리의 관점을 중심으로 (How Could the City of Seoul Launch the Late-Night Bus Services?:A Political Management Perspective)

초록

서울시의 심야버스는 시민들의 심야이동 편의성을 제고하는 점에서 공공성은 인정되었으나, 심야시간대 대중교통을 자처해온 택시로 인해 도입에 어려움을 겪은 사업이다. 특히 심야버스가 도입된 2013년은 이명박 대통령이 택시를 대중교통으로 인정하는 대중교통법 개정안에 대해 거부권을 행사하면서 정부와 택시업계 간 갈등이 여느 때보다 첨예한 시기였다. 그렇다면 이러한 상황에서 서울시는 어떻게 심야버스 정책을 성공적으로 도입할 수 있었는가? 본 연구는 해당 사례를 분석함에 있어 M. Moore(1995)가 제시한 정치적 관리(Political Management)의 관점을 활용하였다. 정치적 관리는 정책관리자가 추구하는 정책 혁신 또는 정책 변동에 대해 외부환경으로부터 지지와 정당성을 확보하기 위해 수행하는 활동을 의미하는데, Moore에 의하면 이러한 활동은 크게 기업가적 옹호, 정책개발관리, 협상, 공적 숙의와 사회적 학습, 공공부문 마케팅 및 전략적 의사소통의 다섯 가지로 구성된다. 본 연구는 심야버스 도입과 관련하여 정책관리자로서 서울시와 서울시장이 이러한 일련의 활동을 어떻게 수행하였는지를 분석하였다. 분석 결과, 무엇보다도 타당성이 높은 심야버스 노선 발굴을 위한 빅데이터 활용과 시범사업 운영을 통한 정책개발관리 활동, 그리고 심야버스 도입에 택시요금 인상 및 택시서비스 개선 등 다른 이슈를 전략적으로 연계 활용한 협상 활동이 심야버스 도입에 크게 기여한 것으로 나타났다. 정책 혁신으로서의 서울시 심야버스 도입 사례를 정치적 관리의 관점에서 분석한 본 연구는 전에 없던 변화와 혁신을 모색해야 하는 정책관리자들에게 성공적인 정책 개발 및 추진을 위한 실천적 함의를 제공한다.

영어초록

The Seoul Metropolitan Government announced in late 2012 a plan to launch late-night bus services in an effort to address a severe shortage of night-time taxis. Although viewed by many as creating value for citizens, the City of Seoul had significant difficulty launching the services due to strong opposition from taxi operators, who considered themselves as the sole legitimate service provider of transportation during late night time. When the President Lee Myung-bak vetoed in early 2013 the revision of the Public Transportation Law, which was to grant the status of public transportation to taxis, the taxi industry’s resistance to the city’s night-time bus plan became even stiffer. In such a situation, how could the City of Seoul start to provide the late-night bus services to its citizens? This study uses M. Moore’s (1995) political management perspective as an analytical framework. This perspective prescribes that public managers, in order to gain legitimacy and support for their policy initiatives from the authorizing environment, should be able to successfully put into practice a set of managerial strategies: entrepreneurial advocacy; managing policy development; negotiation; public deliberation, social learning and leadership; and public-sector marketing and strategic communication. The case analysis reveals that the city government was effective overall in doing these political management activities. The city turned out to be particularly skillful in managing policy development and negotiation: it was able to develop optimal night-time bus routes by creatively using evidence from big data, as well as by running a series of pilot programs; and it was able to strike a deal with the taxi industry by strategically associating the introduction of late-night bus services with issues such as taxi fare increases and taxi service improvement. Facing strong opposition from influential interest groups, many cities and localities are currently having a hard time moving their policy initiative forward that they believe would create important value for their people. This case study provides policy management implications for such cities and localities.
