언론은 제주4·3을 어떻게 보도하는가?: 보수지와 진보지, 지역지의 비교 연구 (How Does Media report Jeju 4·3?: A Comparative Study of Conservative, Progressive and Local Newspaper)

본 연구는 한국 역사상 한 지역에서 일어난 민간인 학살로는 최대의 참혹한 희생을 치렀던 제주4·3에 대 해 2000년 4·3특별법 제정과 2003년 4·3진상조사보고서 확정, 2014년 국가추념일 지정 등 일련의 사 건에 대해 국내 보수신문과 진보신문, 지역신문이 어떠한 프레임 유형을 통해 보도됐는지를 분석함으 로써, 이념적 성향과 지역성의 차이를 보고자 했다. <조선일보>, <한겨레>, <제주일보>, <한라일보>, <제민일보>의 제주4·3 보도들을 분석한 결과, 보도유형은 스트레이트 기사가 대부분을 차지했고, 기 획/해설, 칼럼, 사설, 인터뷰 순이었다. 보도태도에 있어서는 대체로 중립적 보도가 절반을 넘어 비판적 이거나 대안제시적 보도가 다소 부족했음이 드러났다. 제주4·3 보도의 프레임 유형으로 사건공시, 진상 규명, 화해상생, 법 · 제도미비, 대립갈등, 경제적 지원 프레임을 발견할 수 있었다. <한겨레>는 진상규 명 프레임이 가장 높았고, <조선일보>는 대립갈등 프레임이 두드러져 4·3보도에 있어서 이념 성향에 따른 차이를 보였다. 주요행위자를 언론사별로 비교한 결과, <조선일보>는 지방정부와 보수단체를 비 중 있게 다뤘지만, <한겨레>는 중앙 국회의원과 정당, 문화예술계의 등장 비율이 높았다. 지역지는 4·3 단체 및 진보단체가 가장 많이 등장한 가운데 다른 주요행위자들은 차이를 보였다. 분석 결과를 종합하 면 제주4·3에 대한 기사량, 보도유형, 보도태도, 중심주제, 그리고 뉴스 보도에 나타난 프레임과 주요행 위자별 프레임 유형에서 <조선일보>와 <한겨레>의 보도 텍스트 구성이 서로 다르게 나타났지만, <제 주일보>와 <한라일보>, <제민일보>에서는 지역성의 반영에 따라 대체로 비슷한 구성을 보이고 있었 다. 즉, 제주4·3 보도는 전국지의 무관심 속에서도 이념적 성향에 따라 보도 구성의 차이점을 보인 반면 에 지역지는 지역사회의 가장 큰 역사적 사건으로 제주4·3에 대한 사실을 수집하고, 이를 해석하는 과 정에서 비슷한 시각에서 바라보고 있는 것으로 분석됐다.

영어초록

This study aims to look into differences in ideological inclinations and regional characteristics by analyzing types of frames of reports by domestic conservative newspapers, progressive newspapers, and local newspapers about a series of events, such as enactment of the Jeju 4·3 special law in 2000, determination of Jeju 4·3 fact-finding reports in 2003, and designation of the national memorial day in 2014 for the Jeju 4·3 Incident, which was the biggest massacre of civilians that were cruelly sacrificed in Korean history. It was revealed that straight articles dominated most reports on Jeju 4·3 by Chosun Ilbo, Hankyoreh, Jeju Ilbo, Halla Ilbo, and Jemin Ilbo and it was followed by projects/commentaries, editorials, outside columns, and interviews. Although there were somewhat differences in reporting attitudes among the newspapers, over half of them was neutral reports. This means there was a little shortage of critical reports or suggestion of counterplans. Various frames of reports on Jeju 4·3 like disclosure of the incident, fact finding, reconciliation and coexistence, an inadequacy of laws and systems, confrontation and conflict, ideological bias, economic, and democratic agreement were found. In Hankyoreh, the fact-finding frame was dominant and in Chosun Ilbo, the ideological bias frame was dominant. This shows differences in ideological inclinations among the newspapers. When major doers were compared among the newspapers, Chosun Ilbo gave weight to the local government and conservative associations, whereas Hankyoreh mentioned central members of the National Assembly and central parties and the world of culture and arts frequently. In local newspapers, 4·3 organizations and progressive groups were mentioned the most and there were differences in frequency of mention of other major doers. In relation to the amount of articles regarding Jeju 4·3, news patterns, news attitudes, central topics, frames of news reports, and frames of major doers, Jeju Ilbo, Halla Ilbo, and Jemin Ilbo had similar reporting text compositions generally by reflecting regional characteristics, while Chosun Ilbo and Hankyoreh had different compositions. In conclusion, there were differences in reports on Jeju 4·3 depending on ideological inclinations while national newspapers were indifferent. But local newspapers looked at this from a similar perspective, collecting and interpreting the facts of Jeju 4·3 that was the biggest historical incident in the local community.
