사이버금융범죄의 예방에 대한 경찰 관련 집단 간 인식 차이 연구 (A Study on the Differences in Awareness Difference among Police-Related Groups on the Prevention of Cyber Financial Crimes)

디지털 사회로의 빠른 발전과 비대면 경제 활동의 확대로 사이버금융범죄는 급격히 증가하고 있으며, IT 기술을 악용한 범죄 수법은 더욱 정교해지고 있다. 이러한 범죄는 개인은 물론 기업과 국가 전반에 걸쳐 심각한 피해를 초래하고 있어, 이를 사전에 예방하고 피해를 최소화하기 위한 적극적인 예방 전략이 더욱 강조되고 있다. 특히, 경찰 조직은 이러한 범죄에 대해 선제적으로 대응할 수 있는 중요한 역할을 맡고 있다. 이에 본 연구는 경찰행정학과 학생, 중앙경찰학교 교육생, 현직 경찰공무원 등 3개 경찰 유관 집단을 대상으로 사이버금융범죄 예방에 대한 인식 차이를 분석하고, 이를 바탕으로 효과적인 예방 대책을 마련하는 데 목적을 두고 있다. 설문 조사 결과, 경찰교육생 집단은 최신 범죄 동향과 기술에 대한 교육을 받고 있어 예방 인식이 높았고, 현직 경찰공무원 집단은 실무 경험이 풍부하지만 예방보다는 대응에 중점을 두고 있음을 확인하였으며, 경찰행정학과 학생 집단은 예방 인식은 높았으나 대응 역량이 부족한 것으로 나타났다. 이러한 설문조사 결과를 바탕으로 진행된 심층 인터뷰에서는 각 집단이 경험하는 교육 의 한계와 현장 적용의 문제점을 확인하였다. 특히 현직 경찰공무원들은 일회성으로 이루어지는 기존 예방 교육의 한계를 지적하며, 지속적이고 심화된 교육 프로그램의 필요성과 예방 교육과 현장 대응 능력과의 연계, 최신 범죄 동향을 반영한 교육이 정기적으로 이루어져야 한다고 강조하였다. 또한 모든 집단에서 피싱과 같은 금융사기 유형에 대한 교육과 예방의 중요성에 공감대가 형성되어 기존 교육 프로그램의 개선뿐만 아니라 각 집단의 특성에 맞는 맞춤형 교육이 필요함을 확인하였다. 본 연구는 이러한 조사 결과를 바탕으로, 경찰 공무원 대상의 맞춤형 예방 교육 프로그램 개발과 체계적이고 지속적인 예방 활동의 강화가 필요함을 시사한다. 이를 통해 국민의 재산과 안전을 보호할 수 있는 보다 효과적인 예방 대책을 마련해야 할 것이며, 나아가 경찰 조직 내에서의 예방 교육 뿐만 아니라 법적 체계와 정책적 지원이 뒷받침되어야 실질 적인 예방 효과를 극대화할 수 있음을 시사한다.

With the rapid development of the digital society and the expansion of non-face-to-face economic activities, cyber financial crimes have been increasing sharply, and the methods of crimes exploiting IT technology are becoming more sophisticated. These crimes cause significant damage not only to individuals but also to businesses and the entire nation, which underscores the need for proactive prevention strategies to minimize damages. In particular, police organizations play a crucial role in responding preemptively to these crimes. This study aims to analyze differences in awareness of cyber financial crime prevention among three police-related groups: university students majoring in police administration, trainees at the Central Police Academy, and current police officers. Based on these findings, the study seeks to establish effective prevention measures. The survey results revealed that the trainee group had high awareness of prevention due to receiving education on the latest crime trends and technologies. The current police officers, while possessing rich practical experience, were found to be more focused on response rather than prevention. Meanwhile, the police administration students showed high awareness of prevention but lacked response capabilities. In-depth interviews based on these survey results identified the limitations of education and issues in practical application experienced by each group. Notably, current police officers pointed out the limitations of existing one-time prevention training, emphasizing the need for continuous and advanced training programs. They stressed the importance of regularly conducted education that links prevention training with field response capabilities and incorporates the latest crime trends. Additionally, all groups shared a consensus on the significance of education and prevention measures for financial fraud types such as phishing indicating the necessity for not only improving existing training programs but also providing customized education tailored to the characteristics of each group. Based on these findings, this study suggests the need for developing customized prevention education programs for police officers and enhancing systematic and continuous preventive activities. This approach aims to establish more effective preventive measures to protect citizens’ property and safety. Furthermore, it implies that not only preventive education within police organizations, but also legal frameworks and policy support are essential to maximize the actual preventive effect.
