노인복지 재원부담의 수평적 형평성 제고방안 연구 - 기초연금 차등보조율을 중심으로 - (A Study on the Improvement of Horizontal Equity of the Burden of Welfare for the Elderly: Focused on the Differential Aid Ratio for Basic Pension)

초록

본 연구는 지방자치단체의 기초연금 부담과 관련하여 수평적 형평성의 확보가 중요하다는 인식하에 다음과 같은 내용을 다룬다. 첫째, 기초연금의 현행 차등보조 방식에 따른 지방자치단체의 재원부담 현황 및 차등보조 기준의 타당성을 검토함으로써 목적했던 형평성 달성에 기여하고 있는지를 검토한다. 둘째, 기초연금 차등보조 기준의 개선방안으로 ‘실제 수급자 비율’과 ‘실제 수급자 수’의 적용 가능성을 검토한다. 셋째, 차등보조기준의 개선 이후 지방자치단체의 재원 부담의 변화를 시뮬레이션을 통해 살펴본다.
분석결과, 첫째, 현행 차등보조의 기준이 실제 지방자치단체의 현황과 맞지 않아 현실을 반영한 기준의 세분화는 물론, 지방자치단체의 예산부담 규모를 예측할 수 있는 명확한 기준에 대한 논의가 필요하다. 둘째, 차등보조 기준 중 노인인구 비율에 관해 그 한계가 지적되어 왔으며, 필요예산 규모를 예측할 수 있는 더 나은 대체 기준으로 이전년도의 ‘수급자 비율’ 및 ‘수급자 수’를 제시하고 적용 가능성을 분석하였다. 이 중 이전년도 수급자 수가 차년도 수급액을 예측하는 기준으로 적합한 것으로 나타났다. 셋째, 기초연금 도입으로 증가하는 지방자치단체의 재원부담을 균등 사회복지지출 가정과 균등 총세출액 가정에 부합하도록 산출한 시군구별 기초연금 수급액을 종속변수로, ‘이전년도 수급자 수’를 설명변수로 활용한 모형의 분석결과, 차년도 기초연금의 지방자치단체 분담 수준의 예측이 가능하며 수평적 형평성을 개선하는 것을 확인하였다.

영어초록

This study deals with the following contents with the recognition that it is important to secure horizontal equity among local governments’ financial burden for the basic pension. First, we examined the current state of financial burden of local governments and the validity of differential aid standards in accordance with the current method of subsidizing the basic pension, and examined whether it contributes to achieving the desired equity. Second, we examined the applicability of 'actual recipient ratio' and 'actual recipient number' as an improvement measure for basic pension differential aid standards. Third, we examined the change of financial burden after the improvement of the differential assistance standard through simulation.
The results of this study are as follows: First, it is necessary to discuss clear criteria for predicting the budget burden of local governments as well as the subdivision of the standards that reflect the actual situation because the current differential support standard does not match the actual situation of the local government. Second, the limit of the proportion of elderly population as the differential aid criteria has been pointed out, and 'recipient ratio' and 'number of recipients' in the previous year are suggested as a better substitute for predicting the required budget scale. Among them, the number of recipients of the previous year was found to be suitable as the criteria for estimating the amount of the next year's receipts. Third, as a result of this study, which used the model that has local governments’ financial burden increased by the introduction of the basic pension as a dependent variable, and previous year’s number of recipients as an independent variable, shows that the level of next year’s contribution of local governments to basic pension can be predicted and the horizontal equity is improved. In detail, the dependent variable in this model was calculated so that the financial burden of the local governments increased by the introduction of the basic pension conforms to the assumption of ‘equal social welfare spending’ and ‘equal total tax expenditure’.
