초록

북미갈등, 남북협력과 한미갈등의 긴 노정에서 야기된 2006년 10월 북핵실험은 김대
중 정부의 대북화해협력정책, 즉‘남북평화공존’의 정책목표와 현안문제를‘역할분리’
와‘상호주의’의 수단으로 해결하고 궁극적으로 평화통일을 지향하는 대북화해협력정
책에서 우선 그 원인을 찾을 수 있을 것 같다. 그 이유는 가장 이상적이고 실현가능한
대안으로 제시된 대북화해협력정책이 점차 정책의 이상을 지나치게 의식한 나머지 과도
기적 분단국가의 현실을 간과하고 있고, 정책의 목표보다는 수단을 강조하고 있으며,
한미공조의 큰 틀을 와해시키고, 한미양국의 정책적 협의와 합의의 과정이 배제된 국가
의 자율성을 지향하고 있기 때문이다.
이러한 상황에서 아무리 이상적인 대북정책들이 제시되어도 결과는 득보다 실이 많은,
그래서 끊임없이 갈등과 대립을 내재하고 있는 것이다. 결국 대북화해협력정책의 수정
은 불가피하다. 선결적 과제는‘남북화해협력’을 지향하던 정책에서 우선‘한미화해협
력’을 기본 축으로‘북미화해협력’과‘남북화해협력’을 균형있게 지향하는 정책, 즉
‘한미∙북미∙남북화해협력’을 지향하는 포괄적인 정책으로 전환하는 것이다. 이를 통해 한미공조체제회복, 북미양자회담실현, 김정일 정권의 체제보장, 경제지원 그리고 합
의된 내용에 대한 선별적 감시와 검증을 통해 핵문제가 해결될 수 있을 것이다. 그 이유
는 정책수단과 해결방법의 재고를 통해 마침내 정책의 실효성이 보다 극대화 되어질 수
있고, 가장 이상적이고 실현가능한 대안으로 제시된 대북화해협력정책의 선한 가치가
회복될 수 있기 때문이다.

영어초록

Is Kim Jeong-il government really changing? It is the question which we have recently asked
many times. But K.J.(Kim Jeong-il) government is not essentially changing at all. It is admitting
nuclear development in October, 2002, nuclear development preparing for about 4 years
thereafter, and nuclear experiment in October, 2002 that have confirmed this reality.
The nuclear development resulting from the conflict between North Korea and America,
cooperation between South Korea and North Korea and conflict between South Korea and
America is firstly attributed to South Korea’s reconciliation and cooperation policy toward
North Korea during the Kim Dae-joong government period. These policies are intended to solve
the policy goal of ‘South Korea and North Korea coexistence by peace’ and the issues pending
by means of ‘role separation’ and ‘reciprocality’ and are ultimately orientated toward peaceful
unification. In other words, the reason is that as a result of excessive consciousness of the ideal
of the policies, the K.D.(Kim Dae-joong) government overlooked the reality of a divided nation
in the transitional period. Also, the goal of the policies is subordinate to the measure of their
own. Furthermore, the framework of cooperation between South Korea and U.S. is being
collapsed. Most of all, there is an increasing tendency of seeking lateral state autonomy to the
exclusion to the process of policy conference and agreement. Under these circumstances,
whatever ideal policy toward North Korea are introduced, they cannot help being an
alternativeimpossible to realize which involves more losses than gains and ceaseless conflict and
antagonism. In the final analysis, the correction of Policy toward North Korea is unavoidable.
The prior task is a conversion of the policy directed toward ‘reconciliation and cooperation
toward North Korea’ to ‘U.S. reconciliation and cooperation toward North Korea’ for the first
time prior to ‘reconciliation and cooperation toward North Korea’ for the last time on the basic
axis of ‘Korea and U.S. reconciliation and cooperation.’ Thereby, the nuclear problems can be
solved by restoring Korea-U.S. cooperation system, realizing North Korea-U.S. two-party talks,
guaranteeing the system of K. J. government, economic support, and selective investigation and
verification of the agreed items. That is, the efficacy of these policies will finally be improved
more through the flexibility of policy means and solution.
