시․도별 특수교육 전공 전문직 배치와 특수교육 예산 및 특수학급 설치율 조사 (The Arrangement of School Vice-Commissioners for Special Education, and the Relation Between the Number of Special Classes and the Budget for Special Education)

초록

이 연구는 최근 2007년부터 2011년까지 5년 동안의 특수교육 연차보고서를 중심으로 시·도별 특수교육 전공 전문직 현황을 비교 분석하여 각 시․도 간의 외형적인 변화와 내용적인 변화를 통해 살펴보고자 하였다. 이 연구를 통해 얻어진 주요 결과를 요약하면 다음과 같다. 첫째, 최근 5년 동안의 시․도별 특수교육 담당 전문직 현황을 살펴보면 울산이 90%로 특수교육 전공 전문직이 가장 많고 다음은 광주, 제주, 인천, 대전의 순이었다. 둘째, 최근 5년 동안의 시․도별 교육예산 대비 특수교육 예산을 살펴보면 대전이 4.1%로 교육예산 대비 특수교육 예산이 가장 높고 다음은 제주, 인천, 울산, 광주의 순이었다. 즉, 특수교육 전공 전문직이 많을수록 해당 시․도 교육청의 교육예산 대비 특수교육 예산이 높다는 것을 알 수 있다. 셋째, 최근 5년 동안의 시․도별 초등학교 과정 일반학교 대비 특수학급 설치율을 살펴보면 부산이 92.1%로 일반학교 대비 특수학급 설치율이 가장 높고 다음은 인천, 광주, 대전, 대구의 순이었다. 이는 통합교육 측면에서 현재 일반학교 내 특수학급 설치가 증가하고 있는 것은 사실이지만, 특수교육 전공 전문직의 교육행정 및 정책의 형성과 집행의 전문가로서의 의지와 긍정적인 마인드에 따라 시․도별 특수학급 설치율도 높아진다는 점을 예견할 수 있다.
이를 바탕으로 특수교육 전공 전문직의 필요성을 인식하고 특수교육행정 및 정책 수행의 집행전문가로서 본연의 업무에 전념하여 그 결과 특수교육대상자들의 교육의질 개선을 위한 제도를 마련하거나 개선하는 방법의 모색을 논의하였다.

영어초록

The purpose of this study was to compare and analyze the changes related with school vice-commissioners, who majored in special education and had related certificates, by cities and provinces based on the annual reports of special education for past 5 years from 2007 to 2011 and to examine the formal and content changes in the special education of each city and province.
The results were as follows. First, for current school vice-commissioner condition of special education by cities and provinces for past 5 years, Ulsan had the most professional jobs for special education, 90%, and was followed by Gwangju, Jeju, Incheon, and Daejeon.
Second, for the budget related with special education compared with total education budget by cities and provinces for past 5 years, Daejeon had the largest budget for special education compared with total education budget, 4.1%, and was followed by Jeju, Incheon, Ulsan, and Gwangju. In other words, these results mean that the more school vice-commissioners each city has for special education, the more budget it has for special education compared with total education budget of each city or province educational office.
Third, for the number of special classes for the handicapped compared with that of general classes in the elementary schools by cities and provinces for past 5 years, Busan was the highest, 92.1% and was followed by Incheon, Gwangju, Daejeon, and Daegu. It means that although for integrated education, the number of the special classes in general schools is increasing, it depends on the will and positive mind as the school vice-commissioners to form and execute educational administration and policy of special education.
With these results, I hope that the necessity of special education will be recognized, the school vice-commissioners to execute special education administration and policy will devote themselves to their tasks, and that consequently the system to improve the quality of education for the subjects of special education will be arranged and be better.
