초록

When he took office in 2014, President Jokowi made it clear that his administration would focus on down-to-earth diplomacy that prioritized domestic issues and economic development including infrastructure development. President Jokowi didn’t have experience in foreign affairs and showed only selective interest in diplomacy to the extent necessary for the domestic reform agenda at the beginning of his administration. In fact, President Jokowi, who had a weak domestic political base, focused on domestic politics throughout his first term in office. Indonesia's diplomacy as the G20 chair in 2022, however, gave external observers an optical illusion that the principle of the Jokowi administration's foreign policy seemed to have changed. Indonesia demonstrated its assertive diplomacy in the course of performing its G20 presidency, compared to that of his first term.
In order to investigate whether Indonesia's G20 diplomacy actually caused changes in the Jokowi administration's diplomatic principles, this study examines Indonesia's diplomatic principles, then examines the Jokowi administration's diplomatic activities in conducting the G20 chairmanship. In addition, this study investigates how Indonesia's domestic politics and the personality of policymakers influenced Indonesian diplomacy by analyzing cases of diplomacy in Indonesia's G20 presidency.
