초록

‘만주국’의 건립과 비통상적 방역지배생태체계 구축을 통한 주권 침탈 사례 연구는보건⋅의료⋅위생이 정치, 경제, 경영의 중요한 도구로 활용될 수 있음을 보여준다. 또한, 이는 지속 가능한 미래 사회를 위해 사용자뿐만 아니라 우리 모두가 반드시 이해해야 할 원리의 필요성을 시사한다.
1906년 만철의 초대 총재로 의사 출신 관료 고토 신페이가 임명되었다. 그는 철도복선 건설 및 궤간 조정 공사 완료 지역을 거점으로 의대, 부속 병원, 격리소, 실험실등 다양한 의료위생 사회간접자본 구축을 제창했다. 선진화된 서양 의료 기술을 보유한 만철은 전염병이 창궐하는 중국 둥베이에서 생명을 담보로 ‘의료위생사업’의 핵심화를 추진했고, 또한 선무공작을 통해 관할지 방역 문제를 국제사회에 문제화하고, 해결사 이미지 격상을 시도했다. 이를 통해 공공재의 ‘산업화’와 방역을 수단으로 한 독점적 ‘안전망’ 구축에 성공한 만철은 유기적으로 육성된 테크노크라트(기술관료)를 통제 기구에 배치하여 협조를 요구했다. 각종 선전 공작, 원조 공작, 법적 조치는 취약한중국 정부를 노정하였으며 사전에 기획된 만철의 공권력 장악을 용이하게 하였다.
보건⋅의료⋅위생은 대항해 시대, 제국주의 시대, 패권주의 시대를 막론하고 항상중요한 역할과 기능을 수행해왔다. 단순한 질병 치료에 국한되지 않고, 사용자에 따라위기 극복, 권력 강화, 종교와 정치의 결합, 교육과 산업의 연계 등 수단으로 활용된것이다. 이는 포스트 코로나 시대에도 마찬가지일 것이므로 본 논문은 이러한 구조 전체를 진단하는 시각을 제공하는 데 주안점을 둔다.

영어초록

The study on the establishment of Manchukuo and the case of sovereignty infringement through the development of an unconventional quarantine-dominant ecological system demonstrates how public health, medical care, and hygiene can be utilized as instruments of political, economic, and administrative control. Furthermore, it emphasizes the necessity for a broader understanding of these mechanisms, not only by direct stakeholders but by society as a whole, to foster a sustainable future.
In 1906, Gotō Shinpei, a physician-bureaucrat, was appointed as the first president of the South Manchuria Railway Company (Mantetsu). He advocated for the establishment of various medical and sanitary social infrastructure, including medical schools, affiliated hospitals, quarantine stations, and laboratories, in areas where double-track railway construction and gauge adjustment projects had been completed. Leveraging advanced Western medical technology, Mantetsu centralized ‘medical and sanitation projects’ initiatives in epidemic-prone areas of China's Dongbei region, using public health as a tool for influence. Additionally, through propaganda operations, they attempted to internationalize the quarantine issues in their jurisdiction and elevate their image as a problem solver. By industrializing public goods and positioned trained technocrats within governance structures, enforcing cooperation. Various propaganda campaigns, aid operations, and legal measures exposed the weaknesses of the Chinese government, facilitating Mantetsu's premeditated consolidation of power.
Public health, medical care, and hygiene have played pivotal roles throughout history from the Age of Exploration to the Age of Imperialism, and the Age of Hegemony.
Beyond disease treatment, these fields have been strategically employed for crisis management, power consolidation, the intersection of religion and politics, and the integration of education and industry, depending on the objectives of those in control. This pattern is expected to persist in the post-COVID era, and therefore, this paper focuses on providing a perspective that comprehensively examines this structure.
