인터넷은 3등분 된다. 다크 웹을 이해하려면 세 가지 세그먼트로 구성된 인터넷 콘텐츠를 고려하여야 한다. 클리어 웹(또는 표면 웹), 딥 웹, 다크 웹이다. 클리어 웹은 모든 표준 브라우저와 기술을 통해 액세스할 수 있는 전통적인, 쉽게 탐색할 수 있는 인터넷 콘텐츠이다. 딥웹은 검색엔진이 인덱싱할 수 없는 콘텐츠로 구성되어 있다. 여기에는 로그인 페이지 뒤에서만 액세스할 수 있는 자료나 검색 엔진이 콘텐츠를 인덱싱하는 것을 제한하거나 차단한 웹사이트가 포함된다. 다크웹의 인터넷 콘텐츠는 기존 브라우저나 표준 브라우징 기술을 통해 접근할 수 없다. 다크웹의 콘텐츠는 검색엔진과 일반 사용자에게 숨겨지도록 설계되었다. 우연히 다크웹 사이트에 접속할 수는 없다. 일반 웹과 딥 웹에서 볼 수 있는 수십억 개의 사이트에 비해 다크 웹은 단지 수만 개의 사이트로 구성되어 있으며, 항상 이용할 수 있는 사이트의 수는 제한되어 있다.

The Internet is divided into three parts. To understand the dark web, you need to consider Internet content that consists of three segments: These are the clear web (or surface web), deep web, and dark web. The Clear Web is traditional, easily navigable Internet content accessible through all standard browsers and technologies. The deep web consists of content that search engines cannot index. This includes materials that can only be accessed behind a login page or websites that restrict or block search engines from indexing their content. Internet content on the dark web cannot be accessed through traditional browsers or standard browsing technologies. Content on the dark web is designed to be hidden from search engines and the general user. You can’t access a dark web site by accident. Compared to the billions of sites found on the regular web and deep web, the dark web consists of only tens of thousands of sites, and the number of sites available at any time is limited.
The dark web is at the center of a debate over whether online anonymity should be maintained despite the potential for illegal activity. Policymakers must gain an understanding of the dark web in order to engage intelligently in the debate and enact effective dark web policies. This paper aims to provide context and policy recommendations related to the dark web based on open source research. The entire history of the dark web, from its creation to recent incidents of government intervention, is relevant to today’s debate. Looking at how government agencies have implemented laws against the dark web can help us understand which policies will be most successful in the future. This paper explores two specific policy topics. (1) Determining the appropriate role of government in regulating the dark web, and (2) Exploring the most effective and rational way for government to intervene. As the United States develops and improves its policies on the dark web, the international community will also move to enact regulations, and it is essential that these regulations are compatible with and faithful to the values ​​of the Internet users these governments serve.
Fraudsters have always used technological advancements as a means to build faster, more efficient, and more destructive fraud schemes. The dark web is no different. The dark web is just another part of the Internet, a tool that creates broader reach and broader influence for the purposes of its users. Data is the most valuable commodity in the modern commercial economy, and the same data is traded on a large scale every day in established criminal markets. Although these markets are unfamiliar territory to many, the results of these data sales and fraud schemes are familiar. Scammers still want to access accounts and services, pretend to be someone else, and most of all, make a profit. They have broader resources and the means to run their criminal enterprises on a larger scale, but their goals remain the same, and many of their methods are just updated versions of old classics. Fraud investigators don't have to start from scratch. These cyber-based scams are just a much more familiar beast than we might expect.
