웰니스관광의 광역관광권 경제적 파급효과 비교분석 연구: 수요유도형과 공급유도형 모형을 중심으로 (A Comparative study on economic impact of wellness tourism in mega-regions: Focusing on demand-driven and supply-driven models)

초록

우리나라는 2000년 고령화 사회에 진입한 이후 급속히 고령화 사회로 진입하고 있으며 2025년에는 초고령사회에 진입할 것으로 예상된다. 이런 급격한 고령화사회로의 변화는 성장잠재력의 약화, 재정 건전성 악화 및 의료비의 증가를 유발하고 있다. 이에 개인은 “건강하게 오래 살기‘, 특히 웰니스 관광에 관심을 기울이고 있으며, 이에 대응하여 정부는 웰니스 관광 육성정책을 발표했다. 그러나 산업적 차원에서 이루어진 웰니스 관광 선행연구는 소수에 불과하다. 따라서 본 연구는 웰니스 관광을 7개의 광역경제권으로 분류하고 외생화 수요유도모형과 공급유도모형을 적용하여 경제적 파급효과를 분석하였다. 웰니스 관광의 생산유발효과는 수도권 0.56021, 충청권 0.68872, 전라권 0.6757, 대경권 0.567355, 동남권 0.59745, 제주 0.68555, 강원권 0.68550, 강원권 0.68550으로 상대적으로 낮은 것으로 분석되었다. 웰니스 관광의 공급지장효과는 수도권 0.56396, 충청 0.72120, 전라도 0.56779, 대경 0.61489, 동남권 0.59103, 강원 0.60812, 제주 0.62341로 분석됐다. 웰니스 관광은 광역경제권에서 유사 산업의 생산을 많이 유발하며, 농림수산식품, 식음료, 석탄, 석유제품, 웰니스 관광 제외 화학제품 등과 같은 산업과의 연계 강화를 통해 웰니스 관광의 생산을 극대화하는 것이 필요하다. 공급지장효과는 지역경제의 특성에 따라 다르게 유발되며, 지역적 특성을 반영한 웰니스 관광 육성방안을 수립함으로써 공급지장효과를 최소화할 필요가 있다. 광역경제권의 웰니스 관광은 높은 생산유발효과와 공급지장효과를 동시에 유발하므로 광역경제권 간 웰니스 관광 협력 거버넌스를 구축할 필요성 있다. 또한, 수도권 웰니스 관광이 국가 경제 전반에 미치는 영향이 큰 것으로 분석되었으므로 전후방 시너지 효과를 극대화한 광역경제권 웰니스 관광 육성정책 강화를 통한 수도권 집중도를 분산할 필요성이 있다.

영어초록

Since 2000 when going into an ageing society, Korea has been becoming more and more intensified into an aged society and expected to super-aged society in 2025. The rapid change into an aging population undermines growth potential and financial solvency and drives up health expenditures in our society. Thus, people are more concerned about individual health and longevity, especially wellness tourism, and government has been announcing the upbringing policy of wellness tourism. However, there has been only a few precedent studies conducted on wellness tourism about economic impact in each region. This study classified the wellness tourism with 7 mega-regions and analyzed the economic impact of wellness tourism in mega-regions applying the exogenous demand-induced and supply-induced models. And then comparing the economic impact of wellness tourism in mega-regions, this study suggests the problems and policy-level ways to improve it.
The problems induced by comparing the economic impacts of wellness tourism in mega-regions are as follows; First, plan for maximizing production inducement effect needs to be made due to low production inducement effect in all mega-regions. Second, wellness tourism in mega-regions is centered in capital region in the entire production and supply process, which means the production effect of wellness tourism needs to be created within the regions. Third, it is analyzed that production and supply shortage effect of wellness tourism in all regions is high and it is necessary to build a cooperative system among wellness tourism in mega-regions accordingly.
Improvement plan for solving the problems is, first, to strengthen the linkage with industries causing the strong effect in the entire production and supply process like food‧beverage and wellness tourism. Second, to lower the dependency on capital region, it is to intensify the linkage with other industries within the mega-regions generating a lot of production and supply. Wellness tourism in each mega-region makes different economic impact depending on the degree of specialization of local industries so development plan needs to be established to reflect the industrial character. Third, as the wellness tourism of Chungcheong region is the key axis for establishing cooperative governance among mega-regions to induce a lot of production and supply, it is important to build cooperative system focusing on wellness tourism of Chungcheong region.
This study has some significance for offering the industrial implications and basic data to develop the wellness tourism in local strategic point by comparing the economic impacts of wellness tourism in mega-regions. However, it has limitations not to reflect each industrial characteristic only by consolidating and analyzing medical, individual, and tourism service. In addition, by integrating and analyzing 17 cities and provinces into 7 mega-regions, it has not reflected the industrial characteristics of particular areas consisting of each region, and not analyzed the linkage among particular industries of wellness tourism. Thus, precise research for wellness tourism in mega-regions should be made through future research.
