2013 개정 북한 유치원 교육과정의 성격 및 실행 분석 (Analysis on the characteristics and implementation of the 2013 revised North Korean kindergarten curriculum)

초록

본 연구는 북한의 김정은 정권 출범 이후 단행된 2013 개정 북한 유치원 교육과정의 성격및 실행을 분석하는 것을 목적으로 한다. 이를 위해 북한 문헌분석과 교양원 출신의 북한이탈주민 3인을 대상으로 면담을 실시하였다. 연구 결과는 다음과 같다. 첫째, 북한은 2013 개정 유치원 교육과정에서 기존의 정치사상 교과를 포함한 9개의 유치원 교과를 1개의 통합교과로 바꾸고 통합교육을 실시하였다. 둘째, 종합놀이교육의 실시와 유치원 교육환경 개선 등 유아 중심 교육과정의 추세를 따르려는 변화가 나타났다. 셋째, 유치원의 정치사상 과목이 표면적으로는 폐지되었으나 이면에는 통합교육과정을 통한 정치사상 교육이 지속, 강화되고 있었다. 넷째, 교양원의 수급과 처우, 자격 관리 등의 어려움으로 인해 개정 교육과정의 실제 현장 적용에는일부 괴리가 존재하였다. 결론적으로 북한의 개정 유치원교육과정은 유아중심의 세계적 추세를 따르려는 방향성을 보여주는 것으로 평가될 수 있으나 정치사상교육의 지속적인 강화로 상충되는 지점이 발생하며 이행 과정에서 지역별 격차 및 유아교육의 질적 관리 유지 등의 한계를 보여준다. 본 연구는 북한 유치원 교육과정에 대한 이해를 높이고 향후 남북교류 및 통일을위한 유아교육 분야의 기초자료로 활용될 수 있을 것으로 기대한다.

영어초록

The purpose of this study is to analyze the characteristics and implementation of the 2013 revised curriculum for kindergartens in North Korea since the inauguration of the Kim Jong Un regime. To this end, this study conducted an analysis of the North Korean literature and interviewed three North Korean defectors who had experience as kindergarten teachers. The results of the study are as follows. First, North Korea changed nine kindergarten subjects, including the political ideology subjects, to one integrated curriculum in the 2013 revised kindergarten curriculum.
Second, there have been changes to follow the trend of child-centered curriculum, such as the implementation of comprehensive play-based education and improvement of the educational environment for kindergartens. Third, although the political ideology subjects in kindergarten were abolished on the surface, the political ideology education through the integrated curriculum was nonetheless continued and fortified on the other side. Fourth, there were some gaps in the actual application of the revised curriculum to the field due to difficulties in terms of supply, demand, and treatment of teachers, as well as qualification management. In conclusion, the revised kindergarten curriculum in North Korea can be evaluated as following the global trend of child-centeredness, but there exist conflicting points due to the continuous reinforcement of political ideology education, and also because the regional gap in the implementation process and the qualitative management of early childhood education prevails. This study is expected to improve understanding of the North Korean kindergarten curriculum and to be used as basic data in the field of early childhood education for inter-Korean exchanges and unification in the future.
