일본의 「인정어린이원」에 대한 교원의 인식 (Japanese teachers’ general perceptions of In Jung Children’s Centers)

초록

본 연구의 목적은 일본의 유보일원화 시설인 ‘인정어린이원’에 대한 교사와 원장의 인식을 알아봄으로써 우리나라 유아교육과 보육의 통합을 위한 기초적인 자료를 제공하는 데 있다. 본 연구의 대상은 일본의 인정어린이원 105곳에 근무하고 있는 교사 321명, 원장 69명이었다. 연구 내용은 유보일원화에 대한 필요성과 이유를 알아보는 유보일원화에 대한 인식과 인정어린이원의 장점, 제도상의 문제점, 인정기준의 설정 주체, 교육과정 운영, 교사자격, 원에서의 자녀양육지원 필요 정도 등을 알아보는 인정어린이원의 운영에 대한 인식에 대해 알아보았다. 연구결과로부터 우리나라 유아교육과 보육의 통합을 위한 시사점과 추후 연구를 위한 제언을 도출하였다.

영어초록

The purpose of this study is to suggest future directions for the integration of early child care and education programs in Korea by identifying Japanese teachers' general perceptions about In Jung Children's Centers, the newly implemented integration models of child care and education programs in Japan .
Participants in this study, conducted in February 2008, consist of 321 teachers and 69 directors from 105 In Jung Children's Centers in Japan.
The study results are outlined as follows. First, teachers reported that it is necessary to unify child care and education programs. Teachers suggest that the division problem should be solved by one ministry taking over all the responsibilities. The teachers responded that the Ministry of Education, Culture, Sports, Science and Technology would be most suited to manage the unified child care and education system.
Second, the teachers' responses were positive regarding the program system's ability to provide a variety of care services that meet parents' needs. However, they perceived that too much flexible time in the program will negatively effect children's emotional development. Furthermore, the separation of responsibilities within two different ministries for care and education programs make administrative jobs more complicated. The teachers recognized that children in the In Jung Children's Centers have opportunities to associate with other children of different ages which benefits their social development. When it comes to daily routines, the teachers think that it is appropriate to allocate half-day during which all children stay in the classrooms for education-oriented time, with the remaining half-day is dedicated to care-oriented time. Teachers also expressed that extending the hours of service and providing parent counseling programs would help meet parents' needs.
