초록

본 연구에서는 대구·경북지역의 지방공무원들을 대상으로 사회적 기술을 측정하고 이를바탕으로 주민만족을 위한 사회적 기술 활용방안에 대한 시사점을 제시하고자 하였다.
사회적 기술에 대한 분석에서 근무부서, 학력, 직급은 대처기술과 사회문제 해결능력모두에 유의미한 차이를 보이는 하위요소였다. 이와 같은 결과는 다음과 같은 시사점을제시하고 있다.
첫째, 사회적 기술을 정기적으로 측정하면 구성원들의 사회적 기술 현황을 파악할 수있다. 소속기관의 구성원들에 대한 사회적 기술 현황을 분석하여 부서별, 직급별, 연령별,성별 등 조직구성원이 가지고 있는 사회적 기술 능력 정도를 보다 정확히 파악함으로서사회적 기술이 부족한 영역에 대해 보완할 수 있다.
둘째, 교양교육에 대한 기준을 제공할 수 있다. 분석결과를 통하여 부서, 직급, 근무연한 등의 실태를 분류하여 연령, 직급 혹은 부서에 대해서 어떠한 교양교육을 하여야 하는지에 대한 하나의 판단 지표가 될 수 있을 것이다. 즉 교육과정을 직급별, 부서별, 연령별로 분류하여 정기적으로 측정하고 이를 바탕으로 부족한 공무원에게는 지속적인 사회적 기술을 향상시킬 수 있는 교육프로그램을 개발하고 시행함으로서 주민만족에 긍정적인 영향을 미칠 수 있을 것이다.
셋째, 인사관리에의 활용할 수 있다. 이러한 설문조사를 활용하여 구성원의 사회적 기술 능력을 파악함으로서 문제행동을 파악하기 위한 지표로의 활용 및 인사승진에 있어서주민만족도 혹은 행정대응성(주민접촉)의 항목을 신설하여 승진에 일부를 반영함으로서주민지향적인 행정을 추구하여야 할 것이다.

영어초록

Targeting at the regional officials in Daegu· Gyeongbuk provinces, front lineofficials, this study measured and analyzed social skill. The social skill of first lineofficials possibly effects inhabitants' satisfaction with administrative services. So,public officials have to pay attention to the importance of social skill continuously. Theimplication on the social skill measurement is as followings.
First, it is necessary to measure social skill regularly and grasp social skill abilitystatus of the members. But analyzing investigation result on belonging organizationmembers, it is possible to grasp social skill degree accurately that organizations have,such as those classified with department, rank, age, and sex. That is, throughanalysis, it is possible to make up for the areas insufficient in social skill.
Second, it is possible to offer the standard on culture education. The classificationwith real actualities such as departments, ranks, and duty service periods on theanalysis result may be a judgement index, concerning what ages, ranks, anddepartments to perform education. Concretely, officials train members from their newposition courses, concerning customer-related education, under the enforcement ofSeoul-si Human Resources Institute (as grade7-grade9 new position leader course,Seoul-si educates the officials response method to civil petitioners by applying direct-participation education method about civil petitioner response affairs about 260hours an appoint period. it is necessary to develop and enforce education program inorder to enhance continuous social skill for the insufficient officials by classifyingcurriculums with ranks, departments, and ages on the basis of periodical measurement. It will effect citizens' customer satisfaction and officials' duty satisfaction.
Third, the measurement is used for human resource management. It is necessary touse the questionnaire investigation continuously and grasp social skill ability ofindividuals. In addition, it is necessary to use it as an index for problem behaviorgrasp, and reflect parts for promotion by newly preparing inhabitant satisfaction or administrative response (inhabitant contact) items for human resource promotion topursue inhabitant-oriented administration. But, for the purpose of performing the appraisal it is necessary to develop objective appraisal scale and approach to the aim through related experts' opinions.
