감성역량과 공무원의 인구사회학적 특성: 한국중앙정부의 공무원를 대상으로 (The Effects of Public Officials' Sociological Variables on Their Emotional Competence in Korean Central Government)

초록

21세기는 감성의 시대라고 한다. 행정과 정책에 대한 국민의 감성적 반응이 행정과 정책의 효율성에 지대한 영향을 미치는 지식정보화사회가 도래했음을 감안할 때, 공무원의 감성역량에 대한 연구는 매우 중요하다. 감성의 순기능을 적극 활용하기 위해서는 감성역량을 높여야 한다. 감성역량의 개념을 감성정보 처리역량(이해역량과 관리역량)과 감성대상(자기감성과 타인감성)에 따라 네 종류로 재구성하고, 감성역량에 대한 인구사회학적 변수들의 영향을 실증적으로 확인하여 감성역량의 학습가능성을 분석하였다.
한국의 중앙정부 공무원를 대상으로 조사한 결과에 의하면, 감성역량에 대한 인구사회학적 변수들의 영향은 전반적으로 긍정적이지만 약하다. 그러나 이러한 영향을 토대로 추론된 감성역량의 학습가능성을 결코 과소평가해서는 안 된다. 공무원들은 “자기감성 관리역량”을 특히 낮게 인식하고 있는 반면에 감성관리역량의 학습가능성은 상대적으로 높은 것으로 밝혀졌다. 행정의 대응성 나아가 국민과의 소통 및 공감의기초가 되는 “타인감성 이해역량”에 대하여 형제자매의 수를 제외한 다른 인구사회학적 변수들의 영향이나타나지 않았다. 공감, 배려, 이타적 행동과 관련이 깊은 “타인감성 이해역량”은 일상적 상황에서 학습될가능성이 거의 없음을 의미하므로 주목해야 한다. 이러한 실증적 분석결과는 감성역량의 원인을 밝히는 연구에 토대를 제공할 수 있을 것이며, 공무원들의 감성역량 증진을 위한 교육･훈련 프로그램을 개발하는데참고가 될 것이다.

영어초록

The twenty-first century is regarded as an era of emotion. Considering that we are now in a knowledge-information society, in which people’s emotional reaction has a significant influence on the effectiveness of administration and policy set by government, research on the emotional competence of public officials is particularly important. To determine how to practically apply the positive aspects of emotion, more research on emotional competence is necessary. In this study, we first classified the concept of emotional competence into four groups with regard to the nature of two factors: emotional information competence (the competencies of understanding and managing) and emotional target (the emotions of oneself and others). Second, we examined the empirical effects of sociological factors on emotional competence and then analyzed the possibility of learning those emotional competencies. To this end, employees from ministries of the Korean central government were studied. The results demonstrated that the effect of sociological variables on emotional competence is generally positive, but very minimal. However, this does not mean that the potential to learn emotional competence should be underestimated. Public officials tend to evaluate their “self-emotional management competence” as being relatively low, while it was revealed highly probable for them to learn emotional management competence. Sociological factors, except for the number of siblings, were not shown to have any effect on the “understanding others’ emotional competence,” which is the basis for the administrative management skill, communication, and unity with citizens. We should focus on the improbability of learning competence in understanding others’ emotion in daily life, which is deeply involved with empathy, consideration, and altruism. With these results, this study will provide ground for discovering the causes of emotional competence and be a useful reference for developing educational training programs to improve the emotional competence of public officials.
