공무원연금법 개정에 따른 공무원정년 후 소득공백 문제 대응방안 연구 (A Study on a Solution to Income Margin after Retirement since the Act of Public has been Revised)

초록

본 연구는 개정된 연금법으로 인하여 발생하고 있는 공무원들의 퇴직 후 안정적 생활에 대한 불안요인이 무엇인지를 진단하여 그에 따른 대안을 제시하는데 목적을 두었다. 공무원연금법 개정안은 연금지급률 인하, 연금지급개시 연령 연장 등 14개 주요변경항목이 있으며, 그 중 연금 지급액 하향과 공무원 연금 지급 조건의 변화가 소득공백에 가장 크게 영향을 미치는 것으로 분석되었다. 연구를 위하여 심층적 문헌조사를 실시하였다. 일본, 영국, 미국, 독일 사례를 비교분석하고 한국정부에 적용가능한 대안들을 제도적, 경제적, 개인적 차원으로 구분하여 도출하였다. 결론적으로, 제도적으로 채용제도개선, 근무연장, 취업제한제도개선, 정년제도개선, 임금피크제도입을 대안으로 제시하였다. 경제적 차원에서는 직업알선, 연금총액조정 등을 제시하고, 개인적 차원에서는 퇴직 준비교육, 해외진출 등을 대안으로 제시하였다. 이 연구는 문헌조사에 의존하였다는 한계를 가지고 있으나, 공무원 소득공백에 대한 기존의 연구자료가 매우 부족한 상황에서 연구되었다는 점에서 나름의 의미를 갖는다.

영어초록

A purpose of this study is to investigate the effect of revised Public Officials Pensions Act in 2016 on income disruption after public officials retire. The revised act gradually raises the age when public officials are entitled to pensions from 61 years in 2022 and from 65 in 2033. Therefore, this study assumes the raised pensioners’ age will exacerbate income disruption after public officials retire. Additionally, the raised pensioners age will be directly associated with decreasing public officials competitiveness, job satisfaction and commitment and their integrity. Concerning these negative impacts, this study identifies and analyzes factors generated by the revised act which would threaten stable life of public officials after their retirement. Finally, this study attempts to provide policy implications and alternatives to deal with these factors. The revised Public Officials Act contains 14 changes such as dropping rate of pensions, increasing pensioners’ age etc. In order to analyze impact of the changes on the pensioners, we insightfully reviewed in-depth literature. According to results of this study, the reduction of total amount pension payments and the change of conditions of public officials pension payments mostly influence income disruption after their retirement. Additionally, as comparing with cases of Japan, UK, US, and Germany, this study provides feasible public policy alternatives categorizing institutional, economic, and individual aspects. First, institutional alternatives are suggested as reforming recruitment system, employment restrictions, age-limit system, introducing peak wage system, and extending working hours. Second, the work placement service and pension adjustment system would increase the economic conditions of the pensioners. Finally, in order to increase individual capacity, this study suggests pre-retirement education, and advancing overseas after the retirement. A limitation of this study is to highly rely on reviewing literature as the analysis method. However, under the conditions which this topic has been undeveloped, this study is valuable as an initial step and provide meaningful findings to further research regarding public officials pension system.
