새로운 ODA행위주체와 지원방식에 대한 재고 -중남미 국가의 사례를 중심으로- (A Reflection on new actors and ODA modalities in Latin America)

초록

본 연구에서는 국제정치(international politics)에서 세계정치(global politics)로 전환하는 과정에서 나타나고 있는 국제개발협력에서의 새로운 행위주체와 개발협력 지원방식(Modality)을 분석하였다. 또한 중소득국(Middle Income Countries)의 대륙으로 분류되고 있으며 새로운 행위주체로서 역할을 확대하고 있는 중남미 신흥공여국과 전통공여국의 정책과 사례에서 이러한 지원방식의 변화양상을 분석했으며 이를 통해 전략적인 쟁점과 시사점을 도출하였다.
연구내용은 첫째, 국제사회에서 정의하고 있는 ‘중소득국’의 개념과 분류기준을 살펴보고 특히 국제개발협력의 시각에서 OECD DAC의 기준에 따라 중남미 국가들을 구분했으며 향후 새로운 체제에서 중남미와 같은 중소득국가의 역할을 논의하였다. 둘째, 새로운 행위주체의 출현, 이들 간 형성되고 있는 수평적인 협력구도와 수원국의 주인의식(Ownership)이 강조되면서 확대하고 있는 남남협력(South-South Cooperation), 민관협력(Public Private Partnership), 다자협력(Multilateral Cooperation) 등 체제의 변화와 흐름을 반영하고 있는 새로운 지원방식의 개념을 정의하고 특성을 분석하였다. 마지막으로 국제체제와 개발협력의 전환과정에서 나타나고 있는 지원방식의 공통점을 분석했으며 향후 ODA지원정책과 방식에 대한 시사점을 모색하였다.

영어초록

This study analyzes new actors and development cooperation modalities in international development cooperation that are appearing in the transition from international politics to global politics. Moreover, it analyzes the pattern of change in ODA modalities from the policies and practical cases of emerging and traditional donors in Latin America; this is classified as a continent of middle income countries that are expanding their role as new actors. Based on the above, strategic key points and implications were derived.
The content of the present study included the following: first, the concept and classification criteria of “middle income countries,” as defined by the international community, were examined. In particular, Latin American countries were classified according to criteria from an international development cooperation perspective and the role of middle income countries in the new systems was also examined. Second, the concept of new ODA modalities that reflect systematic changes and trends were defined and their characteristics were analyzed. These were trends such as the South-South Cooperation, Public Private Partnership, and Multilateral Cooperation that are expanding in response to an emphasis on the emergence of new actors and ownership by the recipient countries. Finally, the commonalities in the modalities that appear in the transition process of development cooperation and the international system were analyzed through which implications on future ODA support policies and modalities are to be pursued.
