고령친화 우수사업자 지정제도의 개선방안에 관한 연구 (A study on the Improvement plan for the designation system of exemplary Senior-friendly business entities)

초록

많은 국가들은 0-14세까지의 인구를 유소년인구로, 15-64세까지의 인구를 생산가능인구로, 65세 이상의 인구를 고령인구로 분류한다. 65세 이상의 인구가 차지하는 비율이 7% 이상이면 고령화사회, 14% 이상이면 고령사회, 20% 이상이면 초고령사회라고 하는데, 우리나라는 2000년도에 고령화사회에 진입하였고 현재 추세대로라면 2017년에 고령사회에 진입할 것으로 보인다. 이와 같이 우리나라는 세계에서 유례가 없을 정도로 고령화가 급속하게 진행되고 있다.
65세 이상의 인구가 계속해서 증가할 전망이므로 고령친화산업은 국가적인 차원에서 지원하고 육성할 필요가 있는 산업이다. 우리나라는 2006년 12월에 「고령친화산업진흥법」을 제정하였고, 위 법에 고령친화산업의 육성 및 지원을 위하여 고령친화 우수제품 및 고령친화 우수사업자 지정제도를 두고 있다. 고령친화 우수제품으로 지정된 품목은 매년 증가하는 반면, 고령친화 우수사업자의 경우에는 고령친화 우수사업자 지정기준에 관한 보건복지부 고시가 제정되지 않았다.
본문에서는 고령친화 우수사업자 지정기준을 도출하기 위하여 고령친화 우수사업자 지정제도와 유사한 국내 서비스 평가인증제도를 비교 및 분석하였다. 그 외에도 고령친화산업의 핵심인 ‘노인’의 의미, 노인에 대한 인식 전환 등을 중심으로 하여 고령친화 우수사업자 지정제도의 개선방안을 검토했다. 본문에서 검토한 개선방안 등이 반영된 고령친화 우수사업자 지정기준의 제정, 고령친화산업에 대한 지원 강화 및 기술력 확보로 우리나라 고령친화사업자들이 국제시장에서 경쟁우위를 확보할 수 있기를 기대한다.

영어초록

Many countries broadly classify the population into three (3) groups depending on age. These groups are the youth population from 0 to 14 years old, the economically active population from 15 to 64 years old, and the elderly population over 65 years old. If the proportion of over 65 years old population is more than 7%, it is an aging society. If it is more than 14%, it is an aged society and if it is more than 20%, it is a super-aged society. South Korea was an aging society in 2000, and if current trend continues, it is expected to become an aged society in 2017. South Korea is aging rapidly at record levels in the world.
Senior-friendly industry is an industry that there was a need to nurture and support at national level. South Korea thus enacted Senior-friendly Industry Promotion Act in December 2006. For the sake of development and support for senior-friendly industry, a designation system was placed on any senior-friendly products of good quality as exemplary senior-friendly products (hereinafter referred to as “good product”). In addition, a designation system for any senior-friendly business entity which provides a service of good quality as an exemplary senior-friendly business entity (hereinafter referred to as “good business entity”) was also put in place. Items that have been specified and defined as good product, have increased every year. On the other hand, in the case of good business entity, the Ministry of Health and Welfare notification about specified criteria for a good business entity has not been enacted as yet.
In this paper, domestic Service Quality evaluation and certification systems similar to a designation system of good business entity are analyzed in order to derive the specified criteria of a good business entity. That aside, changing the definition of senior citizens and the way of recognizing senior citizens can be considered as an improvement plan for the designation system of good business entity. Even though the definition of senior citizens is an essential part of senior–friendly industry, a definition clause about senior citizen isn't put in the Senior-friendly Industry Promotion Act.
It is hoped that senior-friendly business entities will be able to secure a competitive advantage as a result of the enactment of the Ministry of Health and Welfare notification which supports the senior-friendly industry and possession of technology etc.
