국내외 지역사회경찰활동 프로그램의 비교분석 및 발전방안 (A Comparative Analysis and Development Plans for Community Policing Programs between countries)

초록

치안환경의 급변에 따라 시민들의 경찰에의 기대와 범죄로부터의 안전 욕구는 날로 높아지고 있으며, 현대 사회의 경찰에게는 사회봉사자, 문제 해결자, 서비스 등 다양한 역할을 제공해주어야 한다는 패러다임 및 역할 창출이 요구되고 있다. 이는 전 세계적 경찰활동의 패러다임을 지역사회경찰활동으로 전환하는 배경이 되었으며, 우리나라에서도 꾸준히 연구·시행되어왔다.
그러나 그동안 우리나라 지역사회 경찰활동이 시민을 치안활동의 당당한 주체 또는 동반자로 인정하고 신뢰관계를 형성해 왔는가? 시민 참여 방범활동이 주민들의 자발적인 참여에 의하지 않고 경찰의 주도 하에 경찰에 협조적인 시민들로 조직되고 이들을 통하여 경찰업무를 홍보하고 이해시키는데 주력한 것은 아닌가? 지역사회와 주민의 삶의 질 향상을 위한 문제해결에 경찰활동의 목표를 설정했는가? 하는 의문들을 상정할 때 진정한 지역사회 경찰활동을 시행했었다고 보기에 미흡한 측면이 있다.
이 연구에서는 변화하는 21세기의 치안환경에 따라 대두되고 있는 우리나라 지역사회경찰활동 변화를 위해 국가별 비교연구를 통해 개별 프로그램에 대한 평가를 실시하여 발전방안을 제시하고자 한다.
연구대상의 선정에는 질적 연구방법의 하나인 현상학적 연구방법을 활용하였다. 객관적 자료와 전문가의 견해를 종합하여 우리나라와 외국의 지역사회 경찰활동 프로그램 중 그 기대효과와 전국적 차원의 운영 측면에서 대표적인 것이라고 간주되는 지역사회 경찰활동 프로그램을 선정하고, 대표적인 국가로 미국과 영국을 선정하였다. 이러한 결과를 도출한 전문가는 경찰학 전공자, 경찰 실무자 및 정책평가 전문가로 구성된 10인이며, 현상학적 연구방법은 프로그램 측정 기준 및 세부 항목 도출, 프로그램 분석에서도 활용되었다.
측정지표 선정 및 프로그램 분석에도 질적 연구방법이 활용되었는데, 그 결과를 보다 적극적으로 활용하기 위해서 연구의 엄격성이 필요한 바, 여러 전문가의 의견을 수렴하여 최종적인 평가기준을 도출할 수 있는 델파이기법을 병행하였다. 프로그램의 측정에는 이를 다시 양적 연구방법으로 수치화하여 표현하는 “질적 연구의 양화(量化)”가 시도되었다. 델파이 과정을 거쳐 선정된 지표는 프로그램별 양적 분석을 실시하여 다음과 같은 연구 결과를 도출하였다.
측정 기준으로는 스패로(M. K. Sparrow)의 지역사회경찰활동 지표를 적용하였으며, 연구결과 당초의 측정 지표를 유지, 통합, 제외, 신설의 과정을 거쳐 1)경찰활동의 주체, 2)지역주민의 참여 정도, 3)기관 및 지역사회 협력, 4)지역문제 해결 역할, 5)경찰의 능률 측정 방법, 6)시민문제 해결 서비스, 7)경찰활동 효과성 측정, 8)정보의 통합 및 전달이라는 총 8개 지표가 최종 산출되었다. 지표를 통해 각국의 프로그램을 비교한바 상대적으로 우리나라 프로그램이 1)경찰활동의 주체, 3)기관 및 지역사회 협력, 5)경찰의 능률 측정 방법, 6)시민문제 해결 서비스, 8)정보의 통합 및 전달 지표에서 미흡한 측면이 나타났다.
미흡하거나 개선의 필요성이 나타난 지표는 우선순위별, 시행시기별로 정리하고 지역사회경찰활동 프로그램 발전 방안으로 첫째, 경찰활동의 주체로서 지역주민의 참여 확대 및 정보의 통합과 전달 체계 개선에 따른 ‘시민 참여의 확대 및 주민참여 기반 강화’, 둘째, 기관 및 지역사회의 협력, 정보 통합 및 전달 지표의 개선을 위한 ‘치안협력 강화를 위한 유관기관 협력 체제 수립, 경찰의 능률 측정 방법 지표 개선을 위한 ‘시민 문제 해결 중심의 경찰 활동 변화’라는 영역으로 나누어 세부적인 방안을 제시하였다.
끝으로 이 연구의 한계로서 객관성 확보를 위한 비교 국가의 확대, 현실 변화에 적합하고, 질적 연구에 있어 객관성을 확보할 수 있는 측정 지표 및 연구 방법의 보강, 지역사회경찰활동에 대한 기본적인 철학의 공유 등을 제시하였다.

영어초록

In rapidly changing environment of public order, expectations and requirements of modern society for safety issues are becoming increased with the claims postulated in a variety of roles and paradigm in social service and problem solving to police. This is the background of the world's recognition on police activity to community policing which our country also has been steadily researched and implemented.
Meanwhile, this is questionable that the community policing activities of our country recognized citizens as the principal agent or partner in public order and formed fiduciary relation with them; participation of residents in crime prevention activities is organized by the lead of police with whom they are cooperative to police rather than relying on voluntary participation and concentrates on advertising and understanding on police's tasks through them; or a goal of police activities is set for improving the quality of life for residents and community. There are still many insufficient aspects in acknowledging that real meaning of community policing activities are carried out.
In this study, a comparative study between countries is conducted for assessment on individual programs to enhance our country's community policing in 21st century's environment and proposing the development plan for the future.
The United States and Britain were chosen as the subject for comparison studies for that those are considered as attracting representatives in the expected effect and operational aspect of community policing program among many foreign countries. Also, for drawing program measurement as well as detailed items or program analysis, 10 professional from police administration majors, police practitioners, and policy evaluation experts are selected.
Qualitative research methods are used for indicator choices, and "diversification of qualitative research" are introduced for digitizing in quantitative research methods. Since the strict research should be achieved for utilizing qualitative research methods actively, this study adopts the Delphi technique based on the feedback from several experts to deduct the final assessment standards. In addition, concurrent findings of the study were drawn by phenomenological research methods which complements quantitative analysis, synthesizing a comprehensive estimation of experience by selected indicators.
In this research result, total 8 indicators are established from Sparrow(M. K. Sparrow)'s proposing metrics through the process of maintain, integration, exclusion, foundation : 1) the subject of police activities, 2) degree of participation of local residents, 3) institutional and community collaborations, 4) regional troubleshooting role, 5) measurement plan for the efficiency of the police, 6) civic troubleshooting services, 7) an assessment of effectiveness in the police activity, and 8) the integration and delivery of information. By comparison each country's program with indicators, it is figured out that our country's program shows relatively unsatisfactory in indicator 1), 3), 5), 6), and 8).
Indicators which are pointed as problems are ranged by priority and enforcement time, development plans are suggested in details as follows. First, as the subject of police activity, 'expansion of civic engagement and strengthen the foundation for public participation' are followed by expanding the participation of local residents and achieving the integration and delivery system of information. Second, 'changes in police activity for citizen-focused police troubleshooting' should be fulfilled for enhanced cooperation with related organizations and social community as well as to improve police efficiency indicators for reinforcement of public safety.
Finally, the strategies for surmounting the limitations of this study such as a expanding the category of compared countries for ensuring the objectivity, supplementing of measuring index and research method for enhancing objectivity in qualitative research, and sharing basic philosophy of community policing activities are presented.
