한국 외주제작 정책과 현장의 간극에 대한 심층적 탐색: KBS 2TV <생방송 아침이 좋다> 외주제작 노동현장을 중심으로 (The Gap Between Independent Production Policy and Reality in Korean Broadcasting: Focus on KBS 2TV Daily Morning Live Program Production Site)

초록

1991년 외주정책 도입 이후 외주제작 정책 평가 연구와 방송 제작현장의 생산자 연구는 각기 별도의 장에서 이루어져 왔으며, 이로 인해 외주정책이 외주제작 현장과 어떤 관련 성을 맺어왔는지에 대한 논의는 미흡한 상황이다. 이 연구는 외주제작 노동자들의 목소 리를 통해 외주정책과 외주제작 노동의 연결고리를 찾고자 하며, 노동의 관점에서 외주 제작 현장을 이해하고 외주 정책 개선을 위한 출발점을 모색하는데 목표를 두었다. 이를 위해 KBS 2TV <생방송 아침이 좋다>의 내·외부 제작진과 15년 이상 교양 다큐 프로그 램제작경험을지닌외주제작PD들에대한심층인터뷰를통해실제외주제작현장과노 동 환경 및 실태, 직업인으로서의 의미 및 외주제작 정책에 대한 평가와 현실적 개선 방 안 등에 대해 살펴보았다. 외주제작 현장이 어떻게 황폐화되어 왔는가에 대해 방송사 내 부제작진과 외주제작사는 일치된 의견을 보이고 있었다. 외주제작 의무 편성비율 중심 으로 집행되어 온 외주제작 정책은 방송사의 제작비 절감 정책으로 치환되었고, 줄어든 제작비에 맞춰 인건비를 삭감하는 방식으로 외주제작 산업의 재구조화 과정이 진행되어왔다. 이 과정에서 외주제작 노동자들의 노동 강도는 과도해지고 일한 만큼 보상받지 못 하는 환경이 관행화되었으며, 외주제작 계약 결정권을 가진 방송사와 외주제작사의 위 계적 관계는 외주제작사들이 불공정한 제작 조건과 부당한 요구를 거절하지 못하는 원 인이 되었다. 외주제작 의무 편성 비율로 대표되는 양적 외주정책에 대한 전환이 필요한 시점이며, 이를 위해 외주제작 현장에 대한 심층적인 이해가 전제될 필요가 있다. 외주제 작 편성 비율을 강제하는 방식으로 운용되어 온 외주정책은 지상파 방송사들이 점차 비 용 절감의 창구로 외주 정책을 활용하기 시작하고, 오히려 의무 편성비율을 상회하게 됨으로써 그 의미를 잃어버렸다고 볼 수 있다. 외주시장의 양적 성장이라는 허상이면에서 외주제작사 간 경쟁이 심화되고 낮은 제작비 중심의 외주시장 구조 속에 노동환경은 지속적으로 악화되어 온 것이다. 단순히 양적 비율 부과 프레임을 넘어서서 실질적인 노동 환경의 변화와 공정하고 합리적인 외주 제작 생태계 구축으로 나아가는 구체적인 정책 대안들이 모색되어야 할 시점이다.

영어초록

Since the introduction of outsourcing policy in 1991, research on outsourcing policy evaluation and production staffs on broadcasting production sites have been conducted in separate chapters. As a result, there is insufficient discussion on how the outsourcing policy has been associated with the outsourcing production site. This study aims to find the link between outsourcing policy and outsourcing labor through the voice of outsourcing workers, and aims to understand the outsourcing production environment from the labor perspective and to find a starting point for outsourcing policy improvement. To this end, we conducted in- depth interviews with the inside production teams of KBS's <Live Good Morning> program and outsourcing PDs with over 15 years of experience in producing cultured documentary programs. Through this, we examined the labor environment at the actual outsourcing production site, the identity of the outsourcing staff as professionals, the evaluation of outsourcing policy, and the practical improvement plan. The broadcaster's internal production team and the outsourcing producer were in agreement on how the outsourcing site had been devastated. The outsourcing policy, which has been mainly focused on the ratio of outsourcing production, has been replaced by the broadcasting company's production cost reduction policy, and the restructuring process of the outsourcing industry has been progressed by reducing labor costs in accordance with the reduced production cost. In this process, the labor intensity of outsourcing workers became excessive and the practice of not being compensated for the work settled. In addition, the hierarchical relationship between the broadcasting company, which has the authority to make outsourcing contracts, and the outsourcing company caused the outsourcing companies not to reject unfair production conditions and unreasonable demands. It is time to move away from the quantitative outsourcing policy represented by the ratio of outsourcing production. For this purpose, an in-depth understanding of outsourcing production site needs to be premised. The outsourcing policy, which has been operated in a manner that enforces the outsourcing programming ratio, has lost its meaning as terrestrial broadcasters began to use the outsourcing policy as a window for reducing costs. Only the illusion of quantitative growth in the outsourcing market was highlighted, and as the competition among outsourcing producers intensified, the labor environment continued to deteriorate in the outsourcing market structure centered on low production costs. It is time to look beyond the quantitative ratio frame to find concrete policy alternatives that will lead to changes in the actual working environment and the establishment of a fair and reasonable outsourcing production ecosystem.
