초록

중국 춘추전국 시대의 外交는 근대 서양에서 발전한 diplomacy와 개념적으로 그리고 사상적으로 동일하기도 하고 다르기도 하다. 서주 시대 外交는 power politics가 아니라 천하의 화합을 목적으로 두고 덕과 예를 강조하는 일종의 harmony politics를 추구한 것이었다. 춘추시대 外交는 전통의 주 왕실을 받들며 평화와 화합을 명분으로 내걸었다는 점에서 이상주의적 존왕양이(尊王攘夷)를 특징으로 한다. 강력한 패자가 주도한 제후국들 간 맹약 외교의 형태로 추진되었다는 점에서 춘추시대 외교는 강대국의 신의에 기초한 강제적 화합과 평화를 추구하였다고 볼 수 있다. 약육강식의 전국시대에는 현실주의적 힘의 국제관계가 성립되었다. 그러한 현실에 대응하며 도덕과 화합의 평화외교를 주창하는 사상이 출현하기도 하였으며, 실력주의와 권모술수의 外交를 주창하는 사상도 출현하였다. 묵자는 外交를 공리주의에 입각한 이해관계로 접근하며, 맹자와 순자는 인의, 왕도, 덕과 예에 입각한 국제질서를 강조하며, 노자는 자연회귀의 소극적 평화를 추구하였다. 한비자는 강력한 법치와 중앙집권을 통한 실력중심주의를 제창하였다. 끝내는 덕이 힘을 이길 수 없었고, 사상이 책략을 이길 수 없었다. 소진과 장의는 hard power 외 관찰력, 책략, 기회 포착능력 등 종합 국력을 제시하고 이간질과 속임수를 가리지 않은 외교 전략을 통해 외교 목적을 달성할 수 있다고 보았다. 합종책의 소진은 Shuttle diplomacy를 창안하였고, 연횡책의 장의는 balance of power를 깨뜨리는 외교 전략으로 성공하였다.

영어초록

Diplomacy in China’s Spring and Autumn Warring States period is conceptually and ideologically the same as and different from the diplomatic developed in the modern West. Diplomacy in the Western Zhou period was not about power politics, but about a kind of harmony politics that emphasized virtue and courtesy with the aim of harmonizing the world. Diplomacy during the Spring and Autumn Period is characterized by idealistic honoring the King above and expelling the minor nationality(尊王攘夷) in that it supported the traditional Zhou dynasty and put peace and harmony in the name. Given that it was promoted in the form of a commitment between the kingdom of princes diplomacy led by a strong supremacy, it can be seen that diplomacy during the Spring and Autumn Period pursued forced harmony and peace based on the good faith of the powerful countries. In the Warring States era of the weak and strong system, international relations of realist power were established. In response to such reality, the idea of advocating peaceful diplomacy of morality and harmony emerged, and the idea of advocating diplomacy of meritocracy and martial arts emerged. Mozi(墨子) approached diplomacy as a utilitarian-based interest, Mencius and Xunzi(荀子) emphasized the international order based on humanity, royal road, virtue and courtesy, Laozi(老子) pursued passive peace of natural regression. Hanfeizi(韓非子) advocated a strong rule of law and power-centeredism through centralization. In the end, virtue could not defeat power, and ideas could not defeat tactics. Suqin(蘇秦) and Zhangyi(張儀) saw that they could achieve their diplomatic goals through diplomatic strategies that did not discriminate against each other by presenting comprehensive national power such as observation, strategy, and ability to seize opportunities other than hard power. Suqin of alliance tactics invented the Shuttle Diplomacy, and Zhangyi of mergering tactics succeeded with a diplomatic strategy that broke the balance of power.
