초록

본 논문은 대한민국 방위산업, 특히 항공기 분야의 수출 활성화를 위한 정책 지원 방안을 분석하고 개선점을 제시한다. 최근 한국의 방위산업 수출이 급격히 성장하면서 국가 경제의 새로운 동력으로 부상하고 있으나, 여러 도전 과제에 직면해 있다. 연구는 현재 한국 방위산업의 수출 현황과 정책을 검토하고, 미국과 유럽의 보호무역 강화 정책을 분석한다. 특히 미국의 Buy American Act와 유럽의 방위산업전략(EDIS)을 중점적으로 살펴본다. 이를 바탕으로 한국의 방위산업 수출 지원 정책의 한계점을 지적하고, 개선 방안을 제시한다.
현재 한국 방위산업 수출 지원 정책의 주요 한계점으로는 1) 일반론적인 정책에서 비롯된 한계, 2) 군용 항공기와 Dual-use 제품에 대한 정책적 고려 부족, 3) 국내 납품 항공기를 해외로 선수출하는 경우에 대한 미고려, 4) 방위사업청의 수출 지원에 대한 제도적 한계, 5) 보호무역 대응 및 제도적 지원 부족 등이 지적된다.
이러한 한계점을 극복하기 위한 주요 개선 방안으로는 1) 각 방산물자에 대한 구체적인 지원 방안 수립, 2) Dual Use 항공기 수출에 대한 지원 방안 마련, 3) 국내 납품건에 대한 해외 선납품 지원 방안 마련, 4) 정부 주도의 유관부서 적시 지원 가능 방안 협의, 5) 각국의 변화하는 수출입제도에 대한 적시 대응 및 교육기회 제공 등이 제안된다. 특히 항공기 산업의 경우, 민간과 군용을 아우르는 기술적 특성으로 인해 방위산업을 넘어 국가 경제 전반에 미치는 영향이 크다. 따라서 항공기 수출 지원에 있어서는 더욱 세밀하고 전략적인 접근이 필요하다. 예를 들어, Dual Use 항공기에 대한 명확한 규제 기준 마련, 국내외 납품 우선순위에 대한 체계적인 협의 과정 구축, 방위사업청과 국방부 등 유관 기관 간의 협력 체계 강화 등이 요구된다.
결론적으로, 한국 방위산업의 지속적인 성장과 글로벌 경쟁력 강화를 위해서는 정교한 정책 수립, 유관 기관 간의 긴밀한 협력, 그리고 국제 정세에 대한 전략적 대응이 필요함을 강조한다. 특히 방위산업 수출은 단순한 경제적 성과를 넘어 국가 안보와 외교적 입지 강화에 직결되는 문제이므로, 전략적 사고와 다각적 접근을 바탕으로 한 정책적 노력이 지속되어야 할 것이다.

영어초록

This paper analyzes policy support measures and proposes improvements for promoting exports in South Korea's defense industry, particularly in the aviation sector. As Korea's defense industry exports have grown rapidly in recent years, emerging as a new driver of the national economy, they also face several challenges.
The study reviews the current status of Korea's defense industry exports and policies, and analyzes the strengthening protectionist policies of the United States and Europe. In particular, it focuses on the U.S. Buy American Act and the European Defence Industrial Strategy (EDIS). Based on this, it points out the limitations of Korea's defense industry export support policies and suggests improvement measures.
The main limitations of current Korean defense industry export support policies include: 1) limitations arising from generalized policies, 2) lack of policy consideration for military aircraft and dual-use products, 3) lack of consideration for cases where domestic delivery aircraft are exported overseas first, 4) institutional limitations on export support by the Defense Acquisition Program Administration, and 5) insufficient response to protectionism and lack of institutional support.
Key improvement measures proposed include: 1) Developing specific support measures for each defense item, 2) Establishing support measures for exporting dual-use aircraft, 3) Preparing support measures for overseas pre-delivery of domestic orders, 4) Government-led coordination for timely support from relevant departments, and 5) Providing timely responses and educational opportunities regarding changing import-export regulations of each country.
In the case of the aviation industry, due to its technical characteristics that span both civilian and military uses, its impact extends beyond the defense industry to the national economy as a whole. Therefore, a more detailed and strategic approach is needed in supporting aircraft exports. For example, clear regulatory standards for dual-use aircraft, systematic processes for prioritizing domestic vs. international deliveries, and strengthened cooperation between relevant agencies such as the Defense Acquisition Program Administration and the Ministry of Defense are required.
In conclusion, the paper emphasizes that for the continuous growth and strengthening of global competitiveness of Korea's defense industry, sophisticated policy formulation, close cooperation between relevant agencies, and strategic responses to international situations are necessary. Particularly, as defense industry exports are directly linked to national security and diplomatic standing beyond mere economic performance, continued policy efforts based on strategic thinking and multifaceted approaches are essential.
