근대 오사카의 공업교육 (The Technical Education in Modern Osaka)

초록

제2차 세계대전 전 일본에서 전국 최대규모의 공업생산액을 자랑하였던 오사카에서는 다양한 공업교육이 전개되었다. 도교에 이어 전국 두 번째의 공업학교로서 1896년에 설립된 오사카공업학교는, 1901년 오사카고등공업학교로 개칭, 1929년 오사카공업대학으로의 승격을 거쳐 1933년에 오사카제국대학공학부로 되었다. 전시기에는 새로이 관립의 오사카고등공업학교와 부립과 시립의 합계 4개의 고등공업학교가 설립되어, 이들 5개 학교가 전후의 오사카부립대학 공학부, 오사카시립대학 이공학부로 계승되었다.
중등공업고등교육에서는 오사카시와 오사카부 사이에는 분업관계가 형성되어 있었다. 시립학교는 5년제의 갑종 공업학교로서 설립되어 미야코지마공업학교로 대표되는 바와 같이 전국 유수의 수준 높은 공업교육을 실시하였다. 한편, 부립학교는 당초 3년제의 을종 공업학교로서 설립되었으며 수업료도 무료여서 오사카부의 사회정책적 의도가 농후하였다. 그러나 전간기가 되어 수준 높은 중등공업교육에 대한 수요가 증대하면, 부립학교는 고급과를 설치하여 갑종공업학교로 승격하여 갔다. 이러한 공립학교가 전문교육만이 아니라 보통교육·교양교육도 실시한 것에 대해, 그 대개가 야학교였던 사립의 공업각종학교는 특정의 전문교육, 직업교육만을 실시하여 다양한 교육수요에 대응하였다.
고등공업학교 졸업생의 취직은 제1차 세계대전기까지는 주로 관청, 대기업 등에 한정되어 있었지만 전간기가 되면 중견기업에서의 채용이 드물지 않게 되었다. 공업학교 졸업생은 중소기업의 기술향상을 담당했을 뿐만 아니라, 대기업에서도 고등공업학교·대학 졸업생의 기술자와 현장에서 단련된 직장 사이에서 양자를 연결하는 중요한 역할을 하였다.

영어초록

Osaka had occupied the largest share of manufacturing production in prewar Japan, while we could confirm the development of various kinds and levels of technical education in this region. The Osaka Technical School that had the second longest history after the Tokyo Technical School, was established in 1896, and then was upgraded to the Osaka Higher Technical School (referred to OHTS hereafter) in 1901. The OHTS was also upgraded to the Osaka Technical College in 1929, then this college was reorganized into the department of engineering of the Osaka Imperial University in 1933. In order to respond the rapid increase of the demand of engineers in the wartime period, not only a national higher technical school but four prefectural and municipal higher technical schools were established, forming the base for newly established prefectural and municipal universities after the war.
In Osaka, there was a great difference between municipal technical schools and prefectural apprentice schools. Municipal technical schools were established as A-type schools with a five-year program from the outset, while prefectural schools were established as B-type schools with a three-year program and later upgraded to A-type schools with the addition of higher courses in a three-year program following the second year of B-type schools. Two prefectural schools were maintained as free schools until 1918, demonstrating prefectural government’s social policy intention. The public secondary technical educational organization, where cultural education was also taught, could not satisfy the increased demand for technical education only. This gap between supply and demand was bridged by private vocational schools, many of which were night schools.
Though the graduates of the OHTS found out their employment mainly among governmental offices and big business until the First World War, they advanced into the medium-sized enterprises in interwar period. Graduates of the technical schools were not only leaders of technological upgrading among small business but played an important role to bridge between the engineers who were the graduates of higher technical schools and universities and self-made foremen.
