초록

본 연구에서는 튀르키예의 2023년 정치적 변화와 발트해 안보 상황의 긴밀한 상관관계를 살핀다. 발트해 지역은 NATO와 러시아 사이의 긴장이 고조되는 중요한 지점으로, 발트 3국의 서방 동맹 가입은 국제 안보 무대에서 이 지역의 역할을 재정의하였다. 러시아-우크라이나 갈등이 촉발한 안보 위기는 이들 국가에 대한 군사적 지원과 협력의 중요성을 부각시켰다.
2023년 대지진 이후 튀르키예의 내부 정치환경은 에르도안 대통령의 재선으로 인해 '강한 튀르키예'의 이념을 중심으로 재구성되었다. 2023년 2월 지진과 지속된 경제악화라는 도전에 직면함에도 불구하고, 에르도안 정부는 국민의 지지를 유지하며 국내외 정책에서 주권을 강조했다. 국제적으로는 스웨덴의 NATO 가입 지원을 통해 유럽과 러시아 사이에서 중재자로서의 위치를 강화하였다.
본 연구는 발트해 연안 국가들과 튀르키예 사이의 안보 및 외교적 상호작용에 주목한다. 발트 3국의 NATO 내 활동 증가와 튀르키예의 지역적 영향력 확대 노력은 국제 안보 환경의 변화 속에서 중요한 의미를 갖는다. 러시아의 군사적 압박에 맞서는 발트해 국가들의 안보 전략과 튀르키예의 외교 정책 간의 상호작용은 지역 안보의 미래와 국제 정치의 역동성에 대한 통찰을 제공하고 있다.

영어초록

This study investigates how Turkey's political developments in 2023 and the escalating tensions between NATO and Russia influence the security dynamics of the Baltic region. It aims to unravel the complex interplay between Turkey's internal political evolution, particularly following the major earthquake in February 2023 and the ongoing economic downturn, and the broader geopolitical tensions in the Baltic Sea area. This critical juncture serves as a flashpoint of heightened tensions, where the accession of the Baltic states to Western alliances has redefined their role on the international security stage.
Applying a unique geopolitical analysis framework, this research offers new insights into the strategies of small states under the shadow of great power rivalry, challenging the prevailing understanding of regional security dynamics. The study reveals how internal political shifts within Turkey, particularly following President Erdoğan's reelection, are intricately linked to its foreign policy maneuvers, shaping the security outlook of the Baltic states. Despite the challenges posed by the earthquake and economic adversities, the Erdoğan administration has maintained public support while emphasizing sovereignty in domestic and foreign policies. Internationally, Turkey's strategic position as a mediator, especially highlighted by its support for Sweden's NATO accession, bolsters its role between Europe and Russia.
The research focuses on the security and diplomatic interactions between the Baltic states and Turkey, with a keen eye on the increased involvement of the Baltic states within NATO and Turkey's concerted efforts to expand its regional influence. These dynamics are significant amidst shifting international security environments. The interplay between the Baltic states' defense strategies against Russian military pressure and Turkey's foreign policy offers insights into the future of regional security and the dynamism of international politics.
The findings not only advance academic debates on regional security complexes but also inform policy-making in NATO, EU, and regional defense strategies. This study serves as a vital resource for academics, policymakers, and security analysts interested in the intricacies of regional power balances, alliance politics, and the strategic calculations of states at the nexus of competing great powers.
