영·정조의 탕평책과 정치 리더십 (Tangpyeong Politics of King Yeongjo and Jeongjo and their Political Leadership)

초록

본 연구의 목적은 조선후기 성군(聖君)으로 추앙받는 영조와 정조가 추진한 탕평책에서 보여준 정치리더십을 살펴보려는 것이다. 영조와 정조에 있어 탕평정치는 붕당 정치로 인한 갈등과 폐해를 극복하고 왕도정치를 구현하기 위한 국정운영의 방법론이라 할 수 있다. 17세기 붕당정치는 기존 공론을 형성하고 국왕을 보조하는 붕당의 본연적인 역할에서 벗어나 붕당 간 이해관계를 바탕으로 한 당쟁의 일상화로 한계를 보이고 있었다. 특히 붕당정치는 택군(擇君)의 과정에까지 개입하게 되면서 왕권을 심각하게 위협하고 있는 상황이었다. 영조와 정조는 이러한 붕당 간의 세력 경쟁을 왕권에 대한 도전으로 간주하며, 이를 타개하기 위한 탕평의 정치를 추진하였다. 영조와 정조의 탕평정치는 조제(調劑)와 의리(義理)에 바탕을 두고 시행되었다. 영조의 조제탕평은 각 붕당의 대립을 완화하기 위한 조치로 온건한 인사를 적절히 안배하는 방식으로 추진되었으며, 이에 비해 정조의 의리탕평은 세력조정보다 군신의리를 강화하는데 역점을 두고 추진된 것이다. 영조와 정조는 황극에 의한 탕평을 공통적으로 추진하고 있지만, 서로 방법론에 있어서 차별성을 지니고 있었다. 영조와 정조에 있어 정치리더십은 탕평정치를 추진하는 과정에서 잘 보여주고 있다. 영조에 있어서 정치리더십은 자신의 왕권 강화와 정당성을 확보하기 위한 탕평정치 과정에서 보여주었으나, 정조는 개혁정치를 추진하기 위한 탕평정치의 과정에서 정치리더십을 발휘하고 있는 것을 알 수 있다. 영조는 왕권을 견제하려는 붕당 세력의 의도를 정확히 간파하고 있었고, 이를 해결하기 위해서는 온건한 세력 중심의 조제보합(調劑保合)의 탕평책을 처방한 것이다. 영조는 탕평파의 구축을 통해 지지 세력을 확보함으로써 왕도정치를 구현하려 한 것으로 보인다. 정조는 영조대 탕평파가 새로운 당으로 변화하였다는 진단에 근거하여 정통 주자학의 의리를 바탕으로 한 탕평책을 처방하였다. 정조에 있어 탕평은 성왕의 정치를 의미하였으며, 이를 위한 지지를 민생 개혁을 통해 얻고자 한 것이다. 영조와 정조의 탕평정치는 기존 붕당정치의 폐단을 극복하려는 정치개혁의 산물이라 할 수 있다. 그러나 탕평정치는 영조와 정조대에 한해 유효성을 지니고 있어 한계를 지니고 있는 것이 사실이다. 그렇다고 탕평정치의 의미를 과소평가할 필요는 없을 것이다. 영조와 정조의 탕평정치는 시대적 상황이 직면한 문제를 해결하기 위한 방법론으로 등장하여, 다양한 개혁적 조치들을 시행하며 정치적 소통의 가능성을 보여주었기 때문이다.

영어초록

This study aims at examining political leadership of the exalted sage kings Yeongjo and Jeongjo of the late Joseon dynasty that they pursued under Tangpyeong policy ("Magnificent Harmony"). During the reign of Yeongjo and Jeongjo, Tangpyeong policy was a methodology of ruling the government to overcome conflicts and harmful consequences of factional politics and to realize royal politics. Factional politics in the 17th century exposed limitations as the factions only fought routinely for their own interests failing to aide the monarch and form public opinions. Especially, factions even interfered with choosing the ruler of the dynasty threatening the regal power seriously. Yeongjo and Jeongjo regarded such factional competition for hegemony as a challenge to sovereignty and so carried out Tangpyeong politics to resolve the situation. Tangpyeong politics of Yeongjo and Jeongjo was conducted on the basis of conciliation and loyalty. King Yeongjo’s conciliation Tangpyeong was carried forward to relieve confrontation between factions by arranging moderate personages properly while King Jeongjo’s loyalty Tangpyeong was pushed ahead with a focus on strengthening the loyalty between sovereign and subject rather than power arrangement. Yeongjo and Jeongjo both pursued Tangpyeong with an impartial way but their methods were different from each other. Yeongjo and Jeongjo revealed their political leadership well in the process of conducting Tangpyeong. While Yeongjo’s leadership focused on securing legitimacy and consolidating sovereign power, Jeongjo showed his political leadership in the course of driving reformative Tangpyeong politics. Yeongjo correctly grasped factions’ intention to check royal power and prescribed a conciliation Tangpyeong policy by appointing moderate figures to solve the problem. Yeongjo is thought to have executed virtuous royal politics by establishing and securing Tangpyeong supporters. Jeongjo prescribed his Tangpyeong policy on the basis of loyalty of neo-Confucianism as he thought the Tangpyeong supporters in the reign of King Yeongjo turned into a new faction. For King Jeongjo, Tangpyeong meant the politics of a sage monarch and so, he tried to gain support by reforming problems of people’s livelihood. Tangpyeong policy of Yeongjo and Jeongjo resulted from their political reforms to overcome the existing evil effects of factional politics. Tangpyeong politics, however, had its limitations as it was effective only during the reign of King Yeongjo and Jeongjo. It is not necessary to underestimate the significance of Tangpyeong politics on this ground. Tangpyeong politics of Yeongjo and Jeongjo emerged as a methodology to resolve the problems the period faced and showed possibilities of political communication with diverse reformative measures executed.
