초록

오늘날 박물관은 귀중한 인류의 문화유산을 수집·전시하는 기능뿐만 아니라, 그들이 위치하고 있는 지역사회를 재생시키는 역할을 수행한다는 사실은 잘 알려져 있다. 21세기는 문화의 세기로 지식정보화 시대가 되면서 문화는 산업이 되었다. 문화가 창출하는 부가가치가 경제의 큰 부분을 차지하면서 지역사회와 기업, 정부 당국의 큰 관심사가 되고 있다. 유럽에서는 1970년대 말부터 지난 40여 년 동안 잉글랜드의 리버풀, 스코틀랜드의 글라스고우, 스페인의 바르셀로나와 빌바오 등의 과거 산업 도시들을 중심으로 문화를 도시 재생의 도구로 활용하는 추세가 늘어났다. 특히, 박물관 및 미술관과 같은 문화기관들의 기반시설을 확충함으로써 지역의 이미지를 새롭게 구축하고, 지역의 문화정체성을 새롭게 확립하는데 성공적인 사례를 남겼다. 그럼으로써 20세기 후반부터는 문화기반시설이 지역 개발의 방안으로 아시아를 비롯한 다른 세계로도 퍼져나가 많은 도시 지역에서 정책적으로 도입되고 있는 상황이다.
영국 북동부지역은 남부로 치우쳐 있는 영국의 수도인 런던에서 멀리 떨어져 스코틀랜드와 국경을 맞대고 있는 곳이다. 이 지역은 빌바오 구겐하임박물관의 성공 이전에 이미 1990년대 초반부터 도시의 고질적인 문제를 해결하고자 지역의 박물관을 활용했고, 박물관은 영국의 문화정책에 부응하면서 적극적으로 사회적 역할을 확대·강화해왔다. 이 논문은 산업사회에서 서비스사회로의 극적인 전이를 보여준 영국 북동부지역, 특히 뉴캐슬·게이츠헤드라는 도시를 중심으로 박물관·미술관과 같은 다양한 문화기관들이 지역재생에 기여한 역할을 연구하고자 한다. 이 지역이 문화기반시설을 통해 지역의 이미지를 어떻게 쇄신했는가, 지역민들의 정체성 확립에 어떻게 도움을 주었는가, 황폐화된 산업지구와 실업자 문제 등 도시의 뿌리 깊은 쟁점들을 어떻게 해결하고 지역을 활성화했는지를 살펴보고자 한다.

영어초록

It is well known that museums today play a role not only in collecting and displaying precious human cultural heritage but also in revitalizing the communities where they are located. In the age of knowledge and information, culture as the driving force of the 21st century becomes an industry. When the value added of culture is a significant part of the economy, it is a big concern to local communities, businesses and government authorities. Over the past 40 years since 1970s, there has been an increase in the use of culture as a tool for urban regeneration, focusing on former industrial cities such as Liverpool of England, Glasgow of Scotland, Barcelona and Bilbao of Spain in Europe. By expanding and improving the infrastructure of cultural institutions like museums and art galleries, in particular, they have succeeded in establishing in new local images and reconstructing cultural identities of local communities. Thus, from the latter half of the twentieth century, such cultural infrastructures have spread to other parts of the world, including Asia, as a means of regional/local development.
The North East of England borders Scotland, far away from London where is the capital city weighted towards the South. Prior to the success of the Bilbao Guggenheim Museum, the region has already employed local museums to address the urban problems since the early 1990s, and in return they have actively expanded and strengthened their social roles in response to the cultural policies of the UK. This paper is to study the initiatives that various cultural institutions of museums and art galleries have contributed to regional regeneration in the North East of England, especially in Newcastle and Gateshead, where has demonstrated a dramatic transition from the industrial society to the service society. For this purpose, it will be explored that how cultural infrastructures have reformed the image of the region; how they have helped to re/establish local and regional identities of local people; and how they are employed in order to resolve the deep-seated issues of the city, including devastated industrial districts and the unemployed, and to develop the region.
