복합민자역사 장소성 형성의 인과구조에 관한 연구: 청량리역, 영등포역 사례를 중심으로 (A Study on Causality of the Sense of Place Formation in the Private-Invested Railroad Station Complex: Focused on Cheongryangri, Yeongdeungpo Station)

초록

최근 들어 국토교통부에서는 교통 인프라 확충 및 주변 지역과 연계하여 지역활성화 및 도시재생을 도모하는 사업이 추진 중에 있으며 이를 통해 철도역사가 단순한 역사의 역할이 아닌 지역의 랜드마크적 장소성의 성격이 강해지고 있는 추세이다. 또한, 이러한 추진에 있어 대부분 공공의 부족한 재원을 확보하기 위한 수단으로 민간의 자금을 활용하여 공공과 민간이 공동으로 출자 후 SPC를 설립해 추진하는 제3섹터 개발방식으로 시행되고 있다. 따라서 현 철도역사 개발의 패러다임도 민간이 주도하는 복합역사 개발이라고 본다면 복합민자역사의 활성화 관련 연구는 반드시 필요하다고 본다. 또한 철도역사와 그 인근 지역의 공간구조에 따라 장소성이 형성되기 때문에 복합민자역사의 활성화 및 경쟁력 제고를 위해서는 장소성에 대한 명확한 인식과 더불어 이를 기반으로 한 복합민자역사의 장소성 형성 방안 마련이 절실하다고 판단된다. 이에 본 연구는 수도권의 대표적 복합민자역사인 영등포역과 청량리역을 대상으로 한 실증분석을 토대로 복합민자역사의 활성화를 위하여 장소성 형성의 인과관계를 분석하고자 한다. 아울러 복합역사개발 및 장소성 형성관련 선행연구와의 비교분석을 통하여 정책적 시사점을 제시하고자 한다.
실증적 분석결과, 우선 청량리민자역사는 매우 강력한 장소성 구조가 형성된 반면에 영등포민자역사의 장소성은 상대적으로 약하게 형성되고 있음을 알 수 있었다. 이에 대한 근거로 첫째, ,토지이용의 구성측면을 살펴보면 영등포민자역사 대비 청량리민자역사의 경우에는 상업시설 활성화뿐만 아니라, 접근성, 광장조성, 지역단절 해소, 광역적 공원·녹지축 연결 등 물리적 측면에서 내부는 물론 주변지역과의 공간적 조화가 잘 구축되고 있다. 둘째, 배후지역을 살펴보면 청량리의 경우에는 주변지역이 교통 및 상업과 주거의 기능이 강한 반면에 영등포의 경우에는 주로 상업 기능이 강한 지역의 특성을 띄고 있는 것을 알 수 있다.
결론적으로 물리적 차원에 있어서 입체적 토지이용과 사회경제적 차원에 있어서 배후지역과의 연계 등이 두 역사의 장소성 형성 구조에 상이한 결과를 가져온 것으로 판단된다. 따라서 향후 복합민자역사의 개발은 계획의 수립에서부터 역세권이라는 공간적 영역을 전제로 물리적인 연계와 사회경제적인 관계 형성을 충실히 하는 방향으로 추진되어야함을 알 수 있다. 이와 같은 결과를 바탕으로 고려될 수 있는 정책적 시사점으로는 복합민자역사의 활성화를 위한 장소성 형성의 구조적 관계는 물리적 차원에 있어서 입지하여 있는 지역적 특성이 반영된 입체적 토지이용과 사회경제적 차원에 있어서 배후지역과의 조화를 통한 광역적 개발이 이루어 져야 함을 알 수 있었다.

영어초록

In recent years, the Ministry of Land, Infrastructure and Transport is implementing a project to reinforce and promote the local community and urban regeneration. Under such a project, stations of railways are in the trend of having the attribute of the strong sense of the landmark place, beyond merely the role as stations. As a means to increase a few public resources, in the process of implementing such a project, the method of developing the 3rd sector is being pursued where the public and private sectorsco-invest to establish and manage SPC, utilizing private funds. Given this fact ,it is considered that conducting there search about reinforcing private-invested railroad station complexes is indispensible, in case when the paradigm of developing stations of railways is led by the private sectors. Also considering that a sense of place is formed according to the spatial structure of stations of railways and the neighborhood areas, it is deemed that having an unequivocal awareness of a sense of place and devising measures to establish private-invested railroad station complexes based on it are urgent in order to reinforce and boost private-invested railroad station complexes and competitive edge. In this regard, the research study is going to analyze the cause and effect (causality) of establishing a sense of place, based on the substantive analysis of Yeongdeungpo and Cheongryangri stations, that is, private-invested railroad station complexes well-known as the major metropolitan areas, in an effort to reinforce private-invested railroad station complex. Also, the study is going to present the policy implication through a comparative analysis with the precedent study related to developing station complexes and a sense of place.
The outcome of the substantial analysis how that first of all the private-invested railroad station in Cheongryangri has the extremely strong structure of a sense of place, while the private-invested railroad station in Yeongdeungpo has the relatively weak structure of a sense of place. Based on it, the composition of land use is as follows. First, in the case of the private-invested railroad station in Cheongryangri against the one in Yeongdeungpo, commercial facilities are not only reinforced but also the internal physical space is well-established in the following aspects: giving accessibility, promoting centers, addressing the problem with local severance, and connecting metropolitan parks with green belt, which creates a smooth spatial harmony with the surrounding areas. Second, regarding hinterland, it is identified that in the case of Cheongryangri, the surrounding areas have the strong traffic, commercial and housing function, while in the case of Yeongdeungpo, the commercial function becomes the main regional attribute.
In conclusion, it is considered that connecting solid land use on a physical level with hinterlands on a socioeconomic level brings about a different consequence in the structure of establishing a sense of place between the two stations. Taking it into account, it can be understood that private-invested railroad station complexes must be developed in the constant network with physical linkage and socioeconomic relations, under the premise of the establishment of planning and the spatial realm of railway station spheres. As the policy implication to be considered on the basis of the outcomes, it is confirmed that in order to reinforce private-invested railroad station complexes, The structural relations of establishing a sense of place must be formed by developing metropolitan areas in harmony with solid land use reflecting local attributes on a physical level, and hinterlands on a socioeconomic level.
