신안군의 경제구조 분석-변이할당분석을 이용하여 (An Analysis of Economic Structure of Shinan County in Korea: A Shift-Share Analysis)

초록

신안군의 경제적 위상은 하락하는 추세인데, 양질의 고용을 창출하는 제조업에서 특히 부진하다. 전국 적인 제조업 생산 증가에 크게 미치지 못하고 있을뿐 아니라 생산 감소가 이루어지고 있다. 이에 따라 신안군의 지역내총생산에서 차지하는 비중도 큰 폭으로 하락하고 있다. 이와 더불어 도소매업과 숙박 및 음식점업도 비중이 하락하는 추세이다. 여기에 산업의 지니계수와 허핀달지수가 대단히 높아 특정 산업에 생산이 집중되어 있으며, 이러한 집중도는 빠르게 상승하고 있다. 이러함에도 불구하고 신안군의 경제구조에 대해 심도있게 분석한 연구가 거의 이루어지지 않고 있다는 점에서 본고는 지역의 경제성장을 국가효과, 산업구조효과, 경쟁력효과로 분해하는 변이할당분석을 실시하여 신안군 주요 산업인 농림어업, 제조업, 도소매업, 운수업, 숙박음식점업, 금융보험업을 중심으로 산업구조를 분해한다.
신안군의 GRDP를 구성하는 주요 산업 중, 2010-2016년 기간 생산이 증가한 부문은 농림어업, 도소매업, 금융보험업이며, 제조업, 운수업, 숙박음식점업은 생산이 감소한 부문임을 보인다. 또한 산업구조가 유리한 부문은 제조업, 도소매업, 금융보험업인데 비해 산업구조가 불리한 산업은 농림어업, 숙박음식점업, 운수업이라는 것과, 지역의 경쟁력이 유리하게 작용한 부문은 농림어업, 금융보험업인데 비해 경쟁력효과가 음으로 작용한 부문은 제조업, 도소매업, 숙박음식점업, 운수업이라는 것을 밝힌다. 3개 지역 간 유출입분석을 통해 신안군의 농림어업, 제조업, 도소매업, 운수업, 숙박음식점업은 경쟁력 약화로 타 지역으로 유출되는 형태이며, 제조업과 도소매업은 신안군과 무안군이 대칭적인 형태를, 운수업은 신안군에서 목포시로, 금융보험업은 신안군에서 무안군으로 유출된다는 것도 밝힌다.
이러한 분석을 통해 신안군이 금융보험업에서만 산업경쟁력과 지역경쟁력을 함께 가지고 있어서 매우 어려운 상황에 처해 있다는 것을 보인다. 또한 제조업과 도소매업은 유망한 산업이나 신안군의 경쟁력이 약하고, 농림어업은 전망이 밝지 않은데 경쟁력이 있으며, 숙박음식점업과 운수업은 산업과 지역의 경쟁력이 모두 약하다는 점도 보인다. 제조업과 도소매업에 대한 신안군의 정책적 지원은 당연하다고 할 수 있으나, 경쟁력이 있다하여 전망이 밝지 않은 농림어업에 지금과 같은 지원을 유지하는 것은 재고할 필요가 있으며, 숙박음식점업과 운수업에 대해서는 다른 부문으로의 전환을 유도하는 정책이 필요함을 밝힌다.

영어초록

The growth rate of aggregate product at the regional level can be disaggregated into a sum of sectoral growth rates weighted by the shares of sectors in regional product. The aggregate product growth performance thus depends on the economic structure (the weights) and the growth rate of each sector. If we observe that the growth rate of regional product is lower than the national one, it is possible to investigate the extent to which the difference is attributable to the effect of the weights, on the one hand, and to the effect of the mean of the sectoral growth rates, on the other. The objective of the shift-share method is to decompose the difference between these two product variations into two components: a structural effect (industry-mix effect) and a competitive effect.
Industrial mix effect helps at identifying industries that contributed at the decline of growth of local economy by measuring the advantage or disadvantage of an activity sector from regional level compared to total growth at national level. Thus, we can consider that the activity sectors that significantly contributed to local economy growth are the following: manufacturing, wholesale and retail trade, and financial and insurance activities. The main industries contributing negatively to local economic development are: agriculture, forestry and fishing, hotels and restaurants, and transport industry. The competitive advantage is described by the competitive effect estimated through shift-share analysis that represents the difference between the growth or the decline of an activity sector from regional level and the growth or the decline of the same activity sector at the national reference level. A positive competitive advantage signifies a more competitive activity sector at region level compared to the same activity sector at the national reference level. In the case of Shinan region, the activity sectors with the highest competitive effect are the manufacturing activities, wholesale and retail trade activities, hotels and restaurants activities, and transport industry. This paper shows that the position of Sinan County is connected with the status of Mokpo City and Muan County belonging to the Muan Peninsula. While the wholesale and retail trade, the transportation, the lodging and restaurants and the financial insurance are transferred from Sinan County to Muan County, the agriculture, forestry and fishing industry flows from Muan County and Mokpo City to Shinan County.
