새만금·고군산군도 일원의 수산업 환경변화와 활성화 방향 - 어촌계 간담회 및 현장 의견수렴을 중심으로 - (The Changing Environments and Activation Directions of the Fisheries Industry in the Saemangeum & Gogunsan Islands)

초록

전라북도의 100여 개가 넘는 도서(섬) 가운데 특히 60여 개로 이루어진 고군산군도가 있다. 그리고 이 지역은 서해 및 전북 수산업의 보고(寶庫)로서 그 변천 등에 대해서는 일찍부터 다양한 조사연구 등이 있었다. 그러나 그간 새만금 고군산군도 인근의 수산업 발전에 대한 다각도의 조사 연구가 이루어진 가운데 지역에서 이루어지고 있는 다양한 해양 개발 등으로 인한 어장 환경의 변화가 가속화되고 있는 점에 대해서는 소홀히 한 측면도 있다.
즉 무엇보다 새만금방조제를 접하고 있는 고군산군도 인근 어촌은 다양한 해양 개발이 이루어지고 교량 건설 등으로 연륙이 진행되면서 생태계 변화에 따른 수산자원의 감소는 물론 어업공동체 역시 빠르게 이완되는 양상이 나타나고 있는 국내 대표적인 지역이기 때문이다. 그만큼 개발과 기후 요소 등 환경 변화 가운데 수산 및 지역경제의 침체 가속화와 어촌사회의 지속가능성에 대한 우려가 제기되고 있는 상황이다.
따라서 여기에서는 새만금 군산지역의 사회경제적 변화에 대한 인식 가운데 해양 생태환경 변화에 대한 검토와 대책 마련을 위한 어민의 의견수렴 간담회 등 현장의 목소리에 초점을 맞추고자 한다. 즉 지역 수산업에 관한 여러 현안을 둘러싼 논의를 통해 지속 가능한 발전과 대안, 지원사업 등 방향 모색이 절실하다는 입장에서 출발하고 있다.
조사 연구의 내용은 우선 군산지역의 어가인구 및 수산물 어획고 변화 등 어업 현황을 살피고, 지역의 수 해양환경의 기본적인 상황을 검토하는 것이다. 특히 2021년 가을에 있었던 ‘전라북도 어업지속성을 위한 대체어장 현황분석 및 대안조사를 위한 간담회’등을 통해 파악된 어업인 의견수렴을 중심으로 그 시사점 및 향후의 개선 방향에 대해 정책적으로 제언하고자 한다.
이를 통해 지역어업인과 관계자들의 현장의 목소리를 수렴하여 전북 특히 새만금 군산지역의 어업 지속성을 위한 대체 어장 강구 등 현안을 해결하는 정책적 대안들이 도출될 것으로 기대된다.

영어초록

Among more than 100 islands in Jeollabuk-do, about 60 are located across the chain of Gogunsan Islands. There have long been various investigations and studies on this region as the treasury of fisheries along the western coastline of the Yellow Sea and Jeollabuk-do and on its history. While the development of fisheries over Saemangeum and Gogunsan Islands has been investigated from various angles, there has been little research on the accelerated changes in the fishery environments due to various marine developments in this region as a matter of fact.
Above all, as various marine development and reclamation projects are conducted in fishing villages near Gogunsan Islands with the Saemangeum Dike at the border, this region has become one major domestic example of the ecosystem changes and resulting fisheries resource reduction as well as the fast weakening of fishing communities. In such fast developments and environmental changes such as climate change, concerns about the accelerated depression of the fisheries and local economies and therefore the sustainability of fishing communities are growing.
Accordingly, the present study focuses on voices from the field such as meetings of local fishers to collect their suggestions about changes in the marine ecological environments and countermeasures out of the awareness of the socioeconomic changes over the Saemangeum and Gunsan districts. Specifically, this study is based on the assumption that there is an urgent need for sustainable development measures, alternatives, and supportive projects in consideration of various issues regarding the local fisheries.
The investigation details include the current status of fisheries including changes in the fishery household population and marine product haul over Gunsan area and the basic condition of fisheries and marine environments in this region. Particularly based on the opinions of fishers collected through the ‘conference for analysis of the current status of alternative fishing grounds and substitute plans for the fisheries sustainability of Jeollabuk-do’ held in the fall of 2021, this study presents practical suggestions about the implications and improvement plans.
It is expected that this study can be a basis for collecting opinions from the local fishers and interested parties and developing policy suggestions to address the current issues such as alternative fishing grounds for the fisheries sustainability over Jeollabuk-do, especially in the Saemangeum and Gunsan districts.
