식민지기 酒造業 관련 잡지를 통해 본 朝鮮酒造協會의 활동 양상과 성격 －기관잡지 발행 활동을 중심으로－ (Activity and Characteristics of Joseon Brewers Association Reflected in the Brewing Industry Magazines during the Japanese Colonial Period －Focused on Official Magazine Publication－)

초록

본고는 식민지기 주조업자의 대표적인 조직으로서 재단법인 ‘조선주조협회’가 발간한 기관잡지 가운데 『酒』과 그 뒤를 잇는 조선주조조합 중앙회의 『酒之朝鮮』에 주목해 서지사항을 중심으로 검토를 진행하였다.
식민지기 주조업에 관해서는 지금까지 주로 경제사적 관점에서 식민지 수탈구조 아래 양적 성장한 공업이라는 측면이 부각되었다. 당대 주조업은 「주세법」･「주세령」 시행과 더불어 정책적인 관리･육성에 의해 성장한 대표적인 산업으로 자리 잡았다. 총독부의 전체 세입 가운데 1/3가량이 주세에 의존하고 생산 품목별 생산량 1위를 주류가 차지했던 것은 주조업의 독자적인 위치와 다채로운 면모를 보여준다. 본고는 이러한 인식을 공유하면서 주조업의 전체적인 추이에 이해하고 그 가운데 조선주조협회의 창립 과정과 활동 내용에 초점을 맞춘 것이다. 이는 기존의 거시적인 안목에서 통계적 수치를 중심으로 규명되었던 혹은 간과되었던 주조업자들의 활동 면모를 파악하기 위한 또 다른 시도가 되었다.
이에 1929년 주조협회가 결성된 초기부터 사업의 일환으로 설정되어 꾸준히 지속되었던 기관잡지 발행에 관한 전모를 검토하였다. 구체적으로는 협회의 조직적 변화와 함께 나타나는 잡지 발간의 형식적 측면을 조망하였고 이와 더불어 게재된 기사의 대략적인 검토를 더하였다. 이는 ‘주조의 개량과 발전’에 밀접한 내용으로써 서로 연관되어 반복적으로 다루어지는 경향을 가진다. 여기서 주목되는 점은 1937년 중일전쟁의 발발과 더불어 전시경제 체제로의 전환이라는 시국에서 주조업의 과학적, 합리적 경영이 더욱 요청되었다는 점이다. 이는 ‘주조국책(酒造國策)’ 혹은 ‘공업주조(工業酒造)’이라는 단어가 상징하듯이 총후 생활을 뒷받침하는 주조업자의 자세로 규정되었다.

영어초록

This paper examined the brewery activities during the Japanese colonial period based on the bibliographical review with a special attention to the magazines published by the Joseon Brewers Association Inc. Foundation, one of the most representative brewers organizations in the Japanese colonial period, such as Ju, followed by Juzi Joseon (Alcohol of Joseon) published by the Central Council of Joseon Brewers Guild.
Brewing industry during the Japanese colonial period has been studied mostly from the perspective of economic history, focused on its quantitative growth under the structure of exploitation. In fact, brewing business became one of the most unique and important industries of the time as it grew and was supported by the government's management and promotion policy, in addition to the enforcement of the Liquor Tax Act and Regulations, to the extent that one third of the tax revenue of the Japanese Government General of Korea came from the liquor taxes, and the top production article of all merchandizes was alcoholic beverages. Keeping in mind of such general background, this paper paid a special attention to the foundation process of the Joseon Brewers Association and its activities. This effort led to an attempt to investigate various aspects of the brewers in that period, which used to be studied mostly with statistical figures from a broad perspective, or overlooked.
Consequently, this paper examined overall characteristics of the official magazine publication which started as a part of the brewery business from the inception of the Brewers Association in 1929. In detail, it delved into the formal aspect of the magazine publication which appeared along with the organizational change of the Association, and reviewed the articles published in that process. The articles indicated 'modernization and improvement of brewage', and this theme was repeated through many articles. What is worth noting is that a scientific and rational management was more and more in demand at this time when the Sino-Japanese War broke out in 1937 and the economic structure shifted to wartime economy. As the term 'Brewing National policy" or "Brewing Industry" signifies, this trend was defined as the proper attitude of brewers which supported the life cooperative with the Japanese colonialism.
