우리나라 자영업 업체 현황과 재무 특성에 관한 연구- 산업별 비중 및 창·폐업, 생존기간 분석을 중심으로 - (A Study on the Present Status of Individual Businesses and the Characteristics by Industry in Korea)

초록

우리나라 전체 취업자 중 자영업 비중은 25.4%로 OECD 국가와 비교시 매우 높은 수준에 있다. 장기적으로 자영업 비중은 감소하겠으나 베이비붐 세대의 은퇴와 청년층 취업난에 따른 창업 증가로 자영업자간 경쟁이 심화되는 가운데, 내수 부진과 최저임금 인상 등으로 영업환경이 악화되고 있다.
또한, 자영업은 도소매, 음식·숙박, 개인서비스 등 일부 업종에 쏠림현상이 심하고, 업체간 경쟁과 과도한 부채로 인해 수익성이 낮은 구조적 취약성을 가지고 있다. 정부와 카드사 데이터를 분석한 결과 자영업자 소멸률은 13.3%에 달하고, 창업 후 5년 생존율이 26.9%로 신생업체의 3/4 가량이 5년 내에 폐업하는 것으로 나타났다. 자영업자의 평균 생존기간은 3.4년으로 조사되었으며 산업별로 생존율과 수익성에 격차가 존재하고 지속적으로 유지되는 특성을 가진 것으로 분석되었다.
이러한 자영업 위기는 국가 사회의 기본단위인 개인과 가정 경제를 위협하고, 금융기관의 대출부실과 실업 증가, 소득감소로 이어지는 악순환을 유발할 수 있다. 정부와 지자체에서는 동종업종 거리 제한, 대형마트 의무 휴업, 자영업자 금융 지원 등 다양한 정책을 시행하고 있으나 실질적인 효과는 크지 않은 것으로 평가된다.
이에 본 논문에서는 국내 자영업자에 대한 실상을 파악하고 업종별로 창업 및 휴·폐업률, 생존기간, 수익성 및 재무상황 분석 등을 통해 정부의 자영업 정책 수립 및 시행, 자영업자의 창업 및 사업체 운영에 도움이 되는 정보와 시사점를 제공하고자 한다.

영어초록

The proportion of self-employed workers among all employees in Korea is 25.4%, which is very high compared to OECD countries. Although the proportion of self-employed will decline in the long run, the business environment is deteriorating due to sluggish domestic demand and the rise in minimum wage, as competition between self-employed workers is intensifying due to the retirement of baby boomers and the increase in start-ups due to youth employment.
In addition, self-employed businesses are more structurally vulnerable to some industries, such as wholesale and retail, food and lodging, and personal services, and are less profitable due to competition of industries and excessive debt. According to the analysis of the government and credit card companies, the expiration rate of individual business operators reached 13.3%, and survival rate for five years was 26.9% after the start-up, and 3/4 of the start-ups were closed within five years. The average survival period of individual carriers was 3.4 years, and it was analyzed that the survival rate and profitability of each industry were differentiated and maintained constantly.
These self-employment crises threaten individual and home economies, which are the basic units of the national society, and worry about a vicious cycle leading to insolvency of the financial institutions, increase in unemployment, and decrease in income. The government and the local governments are implementing various policies such as restricting the distance of businesses of the same type, stopping compulsory shopping malls, and providing financial support for self-employed workers, but the actual effects are not significant.
In this paper, it will be analyzed the actual situation of self-employed workers in Korea, and will provide information and implications that will help the establishment and enforcement of the self-employment policies of the Korean government, and will help the start up and industries of self-employed workers by analyzing start-ups, closure and survival rate, survival period, profitability and financial situation by the types of business.
