일제 식민지기 주조장의 집약 정책과주조업자의 조직화 -조선주조협회 설립에 이르기까지 - (Brewery Integration Policy and Systemizationof Brewers in the Japanese Colonial Era －Until the Establishment of the Joseon Brewing Association－)

초록

본 논문은 일제 식민지기 주조조합이 결성되었던 초창기의 움직임을 중심으로 그 과정의 추이를 고찰한 것이다. 구체적으로는 「주세법」과 「주세령」이 제정된 무렵부터 1929년의 조선주조협회가 결성되기 전까지의 조합 설립 양상에 주목하였다.
동업조합 설립은 시대적 대세라는 인식이 사회 전반에 공유되는 가운데 주조업 관계자 역시 그에 편승하여 주조업의 발전을 지향하며 조합 설립을 신속히 추진하였다. 또 총독부의 ‘주조장 집약 정책’은 그것을 더욱 촉진하는 배경이 되었다. 이와 같은 흐름에서 총독부의 주세 정책에 부응하는 한편 사업에서 이권을 도모하고자 스스로 ‘조합’ 형태로의 합동을 모색하는 주조업자의 활동이 포착되었다. 이는 곧 총독부의 행정적 정책과 근대식 주조업의 확산에 직면하게 된 주조업 관계자의 상황을 엿볼 수 있는 지점이다.
하지만 설립된 조합은 대체로 그 기능을 뒷받침할 강제규정이 없는 상황에서 임시적･임의적 성격의 단체로 조직되었기에 활동에 많은 제약이 뒤따랐다. 그 가운데 조합의 부실한 운영 체계에 불만을 가지거나 가입 자체에 망설이는 업자의 다양한 입장이 표출되기도 했다. 이는 곧 영세한 규모의 주조장을 통폐합하고 조합 설립을 유도하는 총독부의 정책에 업자의 불신과 불만이 초래되는 맥락과 연동하는 것이었다. 총독부는 업자와의 갈등에 강경하게 대응함으로써 특히 조선주 제조장의 통폐합에 조합제도를 이용하여 그들을 강제적으로 합동시키는 방책을 구사하였다. 조합 설립을 장려하면서도 그를 뒷받침할 토대를 제공하지 않는 총독부의 정책에서 차별적이고 모순적인 양태를 생각할 수 있다.

영어초록

This paper examined the development of the brewing industry in the earlier period of the establishment of the brewers’ union in the Japanese Colonial Era. In particular, it focused on the circumstances where the union was started from the time when the Liquor Act and Liquor Tax order were made until 1929 when the Joseon Brewing Association was organized.
While organizing a trade union was a widely shared social perception as the trend of the time, the brewers also took advantage of the trend and promoted the organization of the union quickly for the development of the brewing industry. The Colonial Joseon Government General’s brewery integration policy served as a trigger to accelerate such movement. In this circumstance, it was found that the brewers were seeking cooperation among themselves as a form of ‘guild’ to promote their own business interests, while meeting the policy of the Government General. It shows that the brewers’ response toward the government’s administrative policy and the growth of modern brewing industry.
Nevertheless, the newly-established union faced a lot of difficulties as it was of a temporary and arbitrary nature, with no mandatory rules to support its function. In this situation, some brewers complained about the poor operational system of the union or others were even hesitating to join the union. This phenomenon coincided with the context of distrust and complaints of the brewers about the Government General’s policy which intended to integrate the small breweries and encouraged to establish the brewers’ union. By taking a strong action toward the conflict against the brewers, the Government General used the union system and coerced the brewers to integrate the breweries of Joseon’s liquor. The fact that the policy of the Government General encouraged the establishment of brewing union, but did not provide any legal basis to support the union indicated a discriminatory and contradictory attitude of the government.
