지역별 넙치 양식업의 특징과 발전 방향에 관한 연구 - 제주와 완도를 중심으로 - (A study on the characteristics and development direction of Olive Flounder aquaculture by region - Focusing on Jeju and Wando -)

초록

넙치는 우리나라 어류 양식을 대표하는 횟감용 어종으로 국민에게 매우 친숙한 수산물이다. 넙치 양식업은 1983년 인공종묘 생산이 성공하면서 주요 넙치 산지인 제주지역에서 본격적으로 시작되었다. 이후 1990년 1,000톤 내외에 불과했던 넙치 생산량은 2023년 1990년보다 약 40배 증가한 3만 9,931톤이었다. 4만 톤 내외의 넙치 생산량에 도달하기까지는 다양한 양식 기술 개발과 보급 등의 정책적인 지원과 관계자들의 노력이 뒷받침되었기 때문에 가능했다.
넙치는 주로 활어 형태로 외식 소비가 많아 최근 대외적인 환경변화에 가격이 민감하게 반응했다. 대외적으로는 대일본으로의 수출 감소, 안전성 문제, 금융위기, 일본 방사능 오염수 문제 등과 같은 크고 작은 위기로 인한 국내의 소비 부진과 연어와 방어 등 횟감용 수입산 증대에 따라 넙치 양식업의 경쟁력 약화 문제들이 대두되고 있다. 한편, 대내적으로는 높은 폐사율 또한 양식어가의 수익성을 악화시키는 주요 요인으로 작용하면서 넙치 양식업계에 많은 변화가 일어나고 있다. 이러한 대표적인 사례가 최근 강도다리 양식어가 수의 급증과 생산량 증가라고 할 수 있겠다.
이에 본 고에서는 주요 넙치 산지인 제주와 완도지역을 중심으로 양식업의 특징과 최근 변화를 살펴보고 앞으로 넙치 양식업의 경쟁력을 높이기 위한 발전 방향을 모색하고자 했다. 특히 본 연구에서는 주요 산지별 넙치의 비용구조를 처음으로 분석하고 비교했으며, 넙치 양식업의 당면과제를 도출했다. 마지막으로 4가지의 발전 방향(경영비 절감, 한국형 스마트양식 구축, 지역별 맞춤형 출하, 안전성 관리·인증제 확대)을 제시하고 본 연구가 갖는 의의와 연구 한계점 등을 서술했다.

영어초록

Olive Flounder is a fish species used for raw fish that represents Korea's fish farming and is a very familiar marine product to the people. Olive Flounder farming began in earnest in Jeju, a major Olive Flounder producing area, in 1983 with the success of artificial seedling production. Since then, Olive Flounder production, which was only about 1,000 tons in 1990, has increased to 39,931 tons in 2023, about 40 times more than in 1990. Reaching a Olive Flounder production of around 40,000 tons was possible thanks to continuous policy support and the efforts of officials, including the development and distribution of various aquaculture technologies.
Olive Flounder is mainly consumed in restaurants as a live fish, so its price has reacted sensitively to recent external environmental changes. Externally, there are problems such as sluggish domestic consumption due to large and small crises such as decreased exports to Japan, safety issues, financial crisis, and Japan's radioactive contaminated water issue, and weakened competitiveness of the Olive Flounder aquaculture industry due to the increase in imported products for raw fish such as salmon and yellowtail. are emerging. Meanwhile, the high internal mortality rate is also a major factor in worsening the profitability of farmed fish, and many changes are taking place in the Olive Flounder farming industry. A representative example of this can be said to be the recent rapid increase in the number and production of Starry Flounder farmed fish.
Accordingly, this study examined the characteristics and recent changes in aquaculture, focusing on the Jeju and Wando regions, which are major Olive Flounder producing regions, and sought development plans to increase the competitiveness of the Olive Flounder aquaculture industry in the future. In particular, this study analyzed and compared the cost structure of Olive Flounder in each major production area for the first time, and identified the challenges facing the Olive Flounder aquaculture industry. Finally, four development directions (reduction of management costs, establishment of Korean-style smart form, customized shipping by region, expansion of safety management and certification system) were presented, and the significance and limitations of this study were described.
