초록

The Korean government has been actively pursuing its trade policy geared towards creation of a more open market. However, these policies are, at times,being impeded by interest groups concerned about economic damage should these policies be implemented. The Korean government has paid scant tention to strategies of interest groups until now; but if the government, as a provider of policies, can predict behavior of interest groups in advance, it would be able to implement its trade liberalization policy much more efficiently.
In this context, the purpose of this paper is to measure levels of political resistance that various Korean industries would mount against trade liberalization.
This paper analyzes Korea’s manufacturing industries utilizing data from KSIC (Korea Standard Industry Code) two digits. By measuring the potential benefit of voices and perceived chances of success by industry, this paper identifies the industry group that is most likely to affect political resistance to trade liberalization. The conclusions of this paper can provide a point of reference when the government introduces the policy of trade liberalization. If the government takes political variables, along with economic variables, into consideration to predict behavior of interest groups, it could increase the efficiency in promotion and implementation of its trade liberalization policies.
