초록

해안선이 길고 복잡할 뿐 아니라 갯벌의 생태조건 등 동해나 남해와 다른 환경 가운데 늘 어민들의 중요한 생업의 터전이었던 전북 서해안지역의 수산업에 대해서는 그간 적지 않은 관심이 이어졌다. 우선 고대로부터 한·중·일의 교류와 함께 각축의 장이었으며, 특히 일제 강점기 특히 군산 인근의 수산업은 1899년 군산 개항과 맞물려 일본 어업 이민의 기지였을 뿐 아니라 생산과 유통의 중심으로 자리잡아 왔음이 밝혀졌다.
이후 근대 서해안지역 수산업의 역사적 전개 가운데 수탈과 복원, 남획 등의 과정을 거치며 오늘에 이르고 있음이 검토되었다. 또한, 일제강점기 1934년 군산어업조합으로부터 시작된 지역 수산업협동조합의 50년에 걸친 역사적 변천을 검토하고, 이어 2000년대 초까지 70년에 걸친 역사적 전개과정을 정리한 작업도 진행되었다.
다른 한편 전북지역의 수산교육에 대한 사적 고찰이 이루어진 가운데, 우리나라 최초의 근대 수산학교로 일제강점기인 1915년 4월 서해수산의 거점도시인 군산에 설립된 ‘군산공립 간이수산학교’ 이후 근대 수산교육 100년을 기념하여 관련 행사 등이 2015년에 개최되기도 했다. 수산학교는 이후 군산수산초급대학, 군산수산전문학교, 군산수산전문대학으로 이어지며 국립군산대학교 해양과학대학에 이르게 된다.
따라서 여기에서는 해방과 한국전쟁을 거치며 특히 1960년대를 전후하는 시기 군산 전북지역의 수산업 변화에 대해 초점을 두었다. 또한, 그 중심지로서 지역의 수산업과 이를 뒷받침 하는 수산교육의 사정 등을 중심으로 1) 잡는 어업에서 기르는 어업, 즉 증식과 양식업으로의 전환, 2) 남중국해 등 원양어업 진출, 3) 지역어업의 구조변동과 발전, 4) 수해양 전문인력 양성기관으로서 교육의 변천 등을 검토하고자 했다. 구체적으로는 근래 지역의 잡지 DB 작업 과정에서 발굴된 교지 『해경(海耕)』(1965)과 군산수산고등전문학교 및 군산수산전문학교의 『논문집』(1967-1978) 등의 검토를 통해 1960년대를 전후로 하는 시기 전북 군산지역의 수산업과 수산교육 사정에 대해 조망하였다.

영어초록

With the long and complicated coastline and the different coastal environments from those of the East Sea and West Sea, such as mud flat ecological condition, the fishing industry over the west coast region of Jeollabuk-do as a major base of occupation for fishermen has drawn keen attention. It was a field of competition and exchange among Korea, China, and Japan since ancient times. Notably, during the Japanese colonial period, the fishing industry over the region adjacent to Gunsan was a base for fishermen when Gunsan port opened in 1899. It was also known as a center for production and distribution.
Thereafter, the modern history of the fishing industry over the West Coast region proceeded up to the present, involving exploitations, recoveries, overfishing, etc. In addition, the historical features for the 50 years of the regional fisheries cooperative union, which started as Gunsan Fishermen’s Union in 1934 during the Japanese colonial era were examined, and the historical progress for 70 years up to the 2000s also was analyzed.
With the historical investigation on fishery education in Jeollabuk-do, events were held in 2015 to commemorate the 100th anniversary of modern fishery education after 'Gunsan Public Simplified Fishery School' was founded as Korea's first modern fishery school in Gunsan, which was a focus city of western sea fisheries in April 1915 during the Japanese colonial era.
The fishery school was developed into Gunsan Fishery Junior College, Gunsan Fishery Technical School, Gunsan Fishery Technical College, and then finally the Ocean Science School of Kunsan National University. Accordingly, the focus is on fishery changes in the Gunsan and Jeollabuk-do regions, particularly around the 1960s after national liberation and the Korean War.
On top of that, local fisheries and fishery education conditions over these regions are examined, including 1) transition from catching to farming, namely, transition into multiplication and aquaculture, 2) advancement into deep-sea fishery over the South China Sea, etc., 3) restructuring and development of local fisheries, and 4) educational changes as a coastal expert training institution.
Specifically, 『Haegyeong (海耕)』(1965), which was a school magazine found in the local magazine DB search project, and 『The Journal』(1967-1978) of Gunsan Fishery Technical College and Gunsan Fishery Technical School are examined to clarify the fishing industry and fishery education conditions over Jeollabuk-do and Gunsan regions around the 1960s.
