감정평가업의 향후 방향 및 그 과제에 관한 연구 (A Study on Future Direction and The challenge in the Appraisal Business)

초록

감정평가사 자격 취득자 수는 2010년 6월 현재 3,060명이며, 공시지가 조사 등을 포함한 연간 감정평가시장(수수료 기준)규모는 2009년 말 기준 약 5,561억 원을 상회하고 있다.
이러한 감정평가업의 성장 배경에는 경제의 급속한 고성장, 급격한 도시화, 부동산 개발의 호재 등에 힘입은 부동산 경기의 호황이 있었다.
“향후에도 계속 이러한 성장은 가능할 것인가?”에 대하여 본 연구에서는 감정평가업의 향후 전망을 시나리오 플래닝(scenario planning)하고 발전방향을 제시하였다. 연구방법은 첫째, 감정평가의 이론연구에서는 기술적 연구(descriptive research)방법을 활용하였고, 둘째, 감정평가업의 전망 분석에 있어서는 시나리오 플래닝(scenario planning)이라고 하는 미래의 대응전략 모색기법을 활용하였다.
시나리오 플래닝 결과 ① 겨울 시대의 뒤에 오는 초번영의 시나리오 ② 위기를 계기로 한국경제가 재생하여, 감정평가업계도 질적 변화를 이루는 시나리오 ③ 한국경제는 디플레이션의 정상에 올라가, 마침내 대공황이 되는 시나리오의 3개를 도출하였다. 또한 향후 우리 사회변화의 큰 트렌드는 저 출산으로 인한 인구감소, 저성장, 고령화 및 노인 빈곤, 사회의 고학력화, 양극화 기조가 지속될 것으로 파악되었다. 이러한 사회변화 때문에 향후에는 예전과 같은 부동산 경기의 큰 호황을 기대하기에는 무리가 있다고 보여 지며, 감정평가업을 비롯한 부동산서비스업계의 큰 성장도 기대하기 어려울 것으로 분석되었다. 따라서 이러한 시나리오를 토대로 감정평가업의 발전 방향은 감정평가 의뢰자의 효용 충족 서비스 제공, 비즈니스 프로세스 아웃소싱(BPO : business process outsourcing)과 업무 확장, internet web기반의 감정평가로 지역성을 뛰어 넘는 업무 확장, 신용사회의 무체재산권 감정평가 업무 확장, 한미 자유무역협정(FTA), EU 자유무역협정(FTA)에 따른 국제기준에 합리적 대응 및 감정평가업무의 세계화(globalization) 실현, 감정평가의 노하우 수출로 감정평가업무의 확장 및 경영성 확보, 전문교육 강화 및 유대강화, 지속적인 시나리오 플래닝을 통한 감정평가업의 건전한 경영성 확보의 9개를 제시했다.
이와 같은 발전방향은 시나리오 플래닝 분석기법을 통해 도출된 3개의 시나리오 모두에 공통적으로 적용되며, 감정평가업의 경영성과를 향상시킬 수 있을 것이다.

영어초록

A appraiser`s licensee is 3,060 people as of June, 2010. The annual appraisal business market(fee standard) scales including investigations into appraised value of land are more than approximately 556,100 million won in the end of 2009 standard.
As for “this, is such a growth possible all the time?”I showed scenario planning and a trend toward growth at future possibility of the appraisal business in this study.
First, descriptive research method was utilized in the study method of the theory study of the appraisal. Second, the grope technique of a correspondence strategy to be called scenario planning was utilized to make an analysis of a prospect in the appraisal business.
The result of the scenario planning was three. ① One was a scenario of the forthcoming prosperity in winter to the next. ② If economy of Korea got over a crisis, it was the scenario which the appraisal business came to have a qualitative change toward. ③ It was the scenario that The deflation of Korean economy produces the great depression after all.
In addition, I grasped that trend of the our future society change will be continuously a population decline, low economic growth, orders high, poverty of old person, high educational background, social polarization. For such society change, I think that I am hard to hope that a real estate economy same before becomes booming and the big growth of the real estate service industry including the appraisal business that is the same as the past in the future.
Therefore, nine trends toward growth were shown in a base by such a scenario.
The trend toward growth of the appraisal business is to provide service filled up to a appraisal client. It is to widen duties of the appraisal business using a business process outsourcing(BPO). It is to widen duties of the appraisal business using a internet and web base to get over a local limit.
It is to widen duties of the appraisal business using an intangible property right in the trust society. It is to realize a globalization of appraisal business duties and to prepare the international standard of appraisal business in a countermeasure for inking an FTA with U.S. and EU. It is to widen duties of the appraisal business to export know-how of appraisal business. It is to maintain sound management of the appraisal business through professional training reinforcement and to strengthen the bond between appraisers, to make a sustained scenario planning.
This trend toward growth is applied to all three scenarios derived through scenario planning analysis technique commonly. This trend toward growth may push forward management of the appraisal business.
