지역어의 위상 정립을 위한 시론 ― 1930년대 표준어 제정을 중심으로 ― (Reestablishing the Status of Local Language: Focusing on the Enactment of Standard Language in the 1930s)

최근 지역어의 자리를 표준어가 대체하는 등 언어포식 현상이 가속화되고 있는데, 이런 현상의 기저에는 표준어에 대한 신화와 지역어에 대한 편견이 자리 잡고 있다. 이 글에서는 이러한 신화와 편견이 1930년대 표준어 제정 당시에 만들어졌다는 것을 밝히고, 표준어 제정 과정의 문제점과 지역어와의 관계를 밝힘으로써 표준어의 신화를 해체하고 지역어의 위상을 정립하고자 했다. 일제 강점기라는 특수한 시대적 배경은 언어 민족주의와 결합하여 표준어에 대한 신화를 만들어냈으며, 다듬어진 이상적인 언어라는 표준어의 정의와 현실어가 가진 소통과 가치의 문제 때문에 표준어가 필요하다는 논의는 지역어의 가치를 왜곡시키는 결과를 초래했다. 또한 표준어의 지역적 기준에서, 서울어가 표준어가 된 것은 사회적 배경 때문이며, 표준어 사정 시 지역어는 보충을 위한 대상이었다. 이러한 지역적 기준은 오늘날의 표준어의 신화와 지역어에 대한 편견의 출발점이 되었다. 당시의 언어적 현실을 반영하지 못한 계급적 기준 역시, 표준어만 고상한 말이라는 오해를 만들어 냈다. 이 기준은 새로운 표준어 규정에서도 ‘교양 있는 사람들’이라는 말로 교체되어 여전히 그 신화를 이어가고 있다. 지역어는 지역인들의 삶의 체계와 방식이 담긴 표상체계이자 소통의 코드라는 측면에서 가치를 가질 뿐만 아니라 지역어가 가진 다양성은 언어 발전의 원천이 될 수 있다는 점에서도 가치가 있다.

영어초록

Lately there has been an increasing phenomenon of language glottophagie that a standard language replaces local languages. What triggers this phenomenon is likely to be the myth of the standard language and the prejudice of the local language. The present paper aims to reveal that these myth and prejudice were made up in the 1930s when the standard language was enacted, and further to reestablish the status of the local language, by pointing out the problems during the process of standard language enactment and the relationship between the standard language and local languages. In doing so, first, the process of the enactment of the standard Korean language is investigated. The combination of Japanese colony and linguistic nationalism created a myth of standard language. With the idea that the standard language is an elaborated ideal language by definition as well as the communicational problem and value that the local language had, the demand of the standard language resulted in the distortion of the value of the local language. Moreover, while deciding a geographical standard for the standard language, the social circumstance at that time made the language used in Seoul as the standard language, and the local language was the object only for the completing standard language. This geographical standard was a starting point that made up today's myth of the standard language and the prejudice of the local language. Socio-political class segregation not reflecting linguistic reality at that time created the myth of the standard language as a classy language as well. This misunderstanding handed down to another myth that the standard language is “the language that intelligent people use.” Local language has unmeasurable values in the respects that it represents the life style of local people who use the language and the media of communication between local people, and that the diversity local language has can become the source of language development.
