양파 물류효율화를 위한 산지와 가락시장 유통실태 분석과 과제 및 개선 방안 (A Study on Problems Improvement and Analysis of Actual Distribution Processes in the Production area and Garak Wholesale Market for Onion Logistics Efficiency)

초록

양파 등의 양념채소는 식탁에 빠져서는 안 되는 필수농산물로서, 산지에서 가락시장으로 출하되어 유통되는 양파의 물류효율 화가 중요한 문제로 대두되었다. 지금까지 양파는 산지에서 중앙도매시장인 가락시장까지 산물(15∼20㎏그물망 단위) 그대로 화 물차에 실어 출하되었다. 가락시장에 출하된 양파는 차량단위로 거래됨에 따라 판매가 끝나는 익일 12:00까지 화물차가 시장에 장 시간 대기하고, 이에 따른 시장의 혼잡과 공간부족 및 품질저하 등의 문제를 초래하였다. 이러한 여러 문제의 개선을 위해 가락시 장은 ‘17년 7월부터 15∼20㎏그물망을 파렛트 위에 실어 출하하고, 이를 지게차로 내리는 하역기계화와 파렛트 단위로 경매하는 하차거래로 전환한 바 있다. 본 연구의 목적은 양파의 산지부터 가락시장까지 유통방식의 전환(차상거래→ 하차거래)에 따른 실태 분석과 과제의 도출, 그 리고 각 경제주체에 미치는 기대효과에 대해 고찰하는데 있다. 양파의 유통방식 전환에 따른 각 유통주체별 기대효과를 요약하면 다음과 같다. 생산자⋅출하자의 경우에 파렛트 당 물류비가 199원 절감되고, 양파 품질향상에 의한 가격인상을 기대할 수 있다. 유통인(도매법인 및 중도매인)은 파렛트 단위 경매로 거래시간의 단축과 양파 하역 후 차량의 즉시 반출에 따른 경매공간의 확대 로 반입량 증대가 가능하다. 구매자(대형마트, 식자재업체 등 대량 수요처)는 기존의 인력에 의한 상하차작업에서 기계하역으로 전환되어 구매시간의 단축 및 지방으로 전송하는 물량의 신속한 공급이 가능하다. 하역업체는 하역기계화로 인력난 완화와 인건 비 경감 및 작업안전의 확보로 삶의 질이 향상된다. 운전자는 중량물 상하차 작업의 과부하와 장시간의 대기가 없어지는 효과가 있다. 가락시장은 유통비용 절감과 거래시간 단축으로 도매시장의 경쟁력 향상과 시장 혼잡도 해소로 농산물 유통의 원활화를 이 룰 수 있다. 그러나 출하자는 하차거래로 전환됨에 따라 이에 필요한 포장재비(파렛트, 플라스틱⋅종이박스, 래핑비)의 증가 및 적 재률의 하락(9%) 등 비용부담이 늘어나는 문제가 있다. 이러한 주요 과제를 해결하기 위해서 농림부와 기획재정부 및 모든 유통주 체가 긴밀히 협의하여 출하자를 위한 지원방안이 강구될 필요가 있다. 왜냐하면 가락시장 농산물 하차거래 전환에 따른 유통비용 절감과 거래시간 단축은 도매시장의 물류경쟁력 향상 및 시장 이용고객의 편익을 증진시키지만, 다른 한편으로 산지 출하자의 물 류비 부담을 가중시키는 문제를 초래하기 때문이다. 나아가 본 연구는 향후 양파 등 조미채소류 이외 노지채소류와 엽채류의 하차거래 추진과 농산물의 물류효율화에 보다 유용하 게 활용될 것으로 기대된다.

Onions are essential agricultural products that can not be removed from our diet. The efficiency of the distribution of it, which is shipped from the production area to the central wholesale market: Garak Market, has become an important issue. Until now, onions, which are usually packaged in 15 to 20 kg netting units. have been shipped from the production area to the Garak Market, by trucks. Onions are traded by truck load basis. The vans with onions wait in the market for a long time until midnight of the day when the auction ends. This system has caused problems such as market congestion, space shortage, and quality deterioration. In order to improve these various issues, Garak Market has changed the onion trading. From July, 2017, it was tried that the 15 to 20 kg of onion netting units was shipped on pallet and then dropped by forklift to the wholesale market. The trading system have been changed from truck basis to pallet basis. The purpose of this study is to analyze the actual issues that have been occurred as the onion distribition system is changed and to examine the expected effects on each economy entity. The expected effects of each distribution entity are as follows. First, in the case of the producer(supplier), the logistics coast per pallet is reduced by 199 KRW, and the product price would be increased by improving the quality of the onion. The distributor(wholesale corporations and mid-market entrants) can benefit from shortening the trading hours by pallet auctions. In addition, since the vehicle can leave the market immediately after unloading onions, the auction space is secured for the next products and the volume of other products is expected to increase. For the purchasers (large-scale customers such as large-sized marts and food materials companies), it has the advantage of shortening the purchase time. This can be achieved because machine unloading is more efficient than the old system where people had to work on and off. With this changes, it became possible to supply the agricultural product quickly to the province. The unloading company improves the quality of life by mitigating the manpower shortage by mechanization of unload-procedures, reducing the labor cost and securing the work safety. For the drivers, they don’t have to overwork with load and unload procedures and don’t have to wait a long time in Garak Wholesale Market. By reducing the distribution cost and shortening the transaction time in the Garak Wholesale Market, the competitiveness of the wholesale market is improved and the market congestion is eliminated, and the smooth distribution of agricultural products can be achieved. However, there are drawbacks to the supplier: the cost of essential packaging materials(pallet, plastic and paper box, wrapping fee) increases and the load factor is lowered 9% than conventional method. Both of the weakpoints result in a cost burden. To solve these major problems, the Ministry of Agriculture and Forestry, the Ministry of Strategy and Finance, and all the distribution entities need to discuss closely and seek support methods. Furthermore, this study is expected to be useful for promoting the efficient transportation of various vegetables in the future.
